| 6 | 6 | | WHEREAS, Among the most urgent issues facing Texas is the |
|---|
| 7 | 7 | | recent prolonged drought that has resulted in a diminished |
|---|
| 8 | 8 | | freshwater supply; and |
|---|
| 9 | 9 | | WHEREAS, Water supplies are further reduced by evaporation, |
|---|
| 10 | 10 | | and determining methods to decrease its occurrence would help |
|---|
| 11 | 11 | | alleviate the depletion of already scarce resources; now, |
|---|
| 12 | 12 | | therefore, be it |
|---|
| 13 | 13 | | RESOLVED, That the House of Representatives of the 84th Texas |
|---|
| 14 | 14 | | Legislature hereby request the speaker to direct the House |
|---|
| 15 | 15 | | Committee on Natural Resources to conduct an interim study on the |
|---|
| 16 | 16 | | effects of evaporation on Texas water supplies; and, be it further |
|---|
| 17 | 17 | | RESOLVED, That the study specifically: |
|---|
| 18 | 18 | | (1) include a thorough analysis of the amount of |
|---|
| 19 | 19 | | evaporation that occurs, including how much water is lost each year |
|---|
| 20 | 20 | | broken down by planning region; |
|---|
| 21 | 21 | | (2) identify the various methods of evaporation |
|---|
| 22 | 22 | | reduction and their effectiveness, including a cost-benefit |
|---|
| 23 | 23 | | analysis for water saved; |
|---|
| 24 | 24 | | (3) determine a realistic and meaningful goal for the |
|---|
| 25 | 25 | | state to set as a target evaporation reduction goal for future water |
|---|
| 26 | 26 | | plans; and |
|---|
| 27 | 27 | | (4) identify the financial barriers to effective |
|---|
| 28 | 28 | | evaporation reduction; and, be it further |
|---|
| 29 | 29 | | RESOLVED, That the committee submit a full report, including |
|---|
| 30 | 30 | | its findings and recommendations, to the House of Representatives |
|---|
| 31 | 31 | | of the 85th Texas Legislature before it convenes in January 2017. |
