55 R E S O L U T I O N
66 WHEREAS, Among the most urgent issues facing Texas is the
77 recent prolonged drought that has resulted in a diminished
88 freshwater supply; and
99 WHEREAS, Water supplies are further reduced by evaporation,
1010 and determining methods to decrease its occurrence would help
1111 alleviate the depletion of already scarce resources; now,
1212 therefore, be it
1313 RESOLVED, That the House of Representatives of the 84th Texas
1414 Legislature hereby request the speaker to direct the House
1515 Committee on Natural Resources to conduct an interim study on the
1616 effects of evaporation on Texas water supplies; and, be it further
1717 RESOLVED, That the study specifically:
1818 (1) include a thorough analysis of the amount of
1919 evaporation that occurs, including how much water is lost each year
2020 broken down by planning region;
2121 (2) identify the various methods of evaporation
2222 reduction and their effectiveness, including a cost-benefit
2323 analysis for water saved;
2424 (3) determine a realistic and meaningful goal for the
2525 state to set as a target evaporation reduction goal for future water
2626 plans; and
2727 (4) identify the financial barriers to effective
2828 evaporation reduction; and, be it further
2929 RESOLVED, That the committee submit a full report, including
3030 its findings and recommendations, to the House of Representatives
3131 of the 85th Texas Legislature before it convenes in January 2017.
