| 5 | 6 | | WHEREAS, Residents of Bee County lost a dedicated public |

| 6 | 7 | | servant with the passing of the Honorable David T. Silva on March |

| 7 | 8 | | 16, 2015, at the age of 70; and |
|---|
| 8 | 9 | | WHEREAS, David Silva was born in Beeville on May 26, 1944, to |
|---|
| 9 | 10 | | Marcos and Altagracia Silva; a 1963 graduate of A. C. Jones High |
|---|
| 10 | 11 | | School, he enlisted in the U. S. Air Force, and he worked his way |
|---|
| 11 | 12 | | through college while earning an associate's degree from Bee County |
|---|
| 12 | 13 | | College as well as bachelor's and master's degrees from Texas |
|---|
| 13 | 14 | | A&M--Corpus Christi after completing his military service; and |
|---|
| 14 | 15 | | WHEREAS, Mr. Silva joined the faculty at Bee County College |
|---|
| 15 | 16 | | in 1976 when he was hired as coordinator of the Talent Search |
|---|
| 16 | 17 | | Program, and over the course of his notable tenure, he was selected |
|---|
| 17 | 18 | | on numerous occasions as Teacher of the Year, and he served as chair |
|---|
| 18 | 19 | | of the social science division and as cosponsor of the Phi Theta |
|---|
| 19 | 20 | | Kappa honors fraternity; he retired from the school in 2003, though |
|---|
| 20 | 21 | | he later returned to work as an adjunct instructor; and |
|---|
| 21 | 22 | | WHEREAS, Mr. Silva began a new chapter in his life when he was |
|---|
| 22 | 23 | | appointed as a municipal court judge in 2004, and voters elected him |
|---|
| 23 | 24 | | to serve as Bee County judge in 2007; he was reelected to lead |
|---|
| 24 | 25 | | county government in 2010 and 2014, becoming the first individual |
|---|
| 25 | 26 | | to serve three terms in that post in the county's history; during |
|---|
| 26 | 27 | | his time on the commissioners court, he earned the respect and |
|---|
| 27 | 28 | | admiration of all who knew him for his efforts in behalf of the |
|---|
| 28 | 29 | | people of Bee County; and |
|---|
| 29 | 30 | | WHEREAS, This accomplished Texan further shared his insight |
|---|
| 30 | 31 | | as a valued member of such organizations as the Coastal Bend Council |
|---|
| 31 | 32 | | of Government, Bee Development Authority, Bee County Juvenile |
|---|
| 32 | 33 | | Board, Local Emergency Planning Committee, and the Bee County |
|---|
| 33 | 34 | | Historical Commission, among others; and |
|---|
| 34 | 35 | | WHEREAS, A man of strong religious beliefs, Mr. Silva studied |
|---|
| 35 | 36 | | at the Southwestern Baptist Theological Seminary and shared his |
|---|
| 36 | 37 | | time and talents as a deacon, youth minister, and senior pastor for |
|---|
| 37 | 38 | | a number of churches in the area; he was ordained into the ministry |
|---|
| 38 | 39 | | in 2002, and he led the congregation at First Baptist Church in |
|---|
| 39 | 40 | | Pettus for several years until his death; and |
|---|
| 40 | 41 | | WHEREAS, Judge Silva shared more than four decades of |
|---|
| 41 | 42 | | marriage with his wife, Yolanda, and he took great pride in the |
|---|
| 42 | 43 | | couple's two daughters, Cassandra and Cristianna; with the passage |
|---|
| 43 | 44 | | of time, he also had the pleasure of seeing his family grow to |
|---|
| 44 | 45 | | include a beloved granddaughter, Audria; and |
|---|
| 45 | 46 | | WHEREAS, Devoted to his family, his faith, and his fellow |
|---|
| 46 | 47 | | citizens, David Silva made a meaningful difference in the lives of |
|---|
| 47 | 48 | | others, and although he is deeply missed, he will long be fondly |
|---|
| 48 | 49 | | remembered in the community he so ably served; now, therefore, be it |

| 49 | 50 | | RESOLVED, That the House of Representatives of the 84th Texas |

| 50 | 51 | | Legislature hereby pay tribute to the memory of the Honorable David |

| 51 | 52 | | T. Silva and extend sincere sympathy to the members of his family: |

| 52 | 53 | | to his wife of 44 years, Yolanda Silva; to his daughters and their |

| 53 | 54 | | spouses, Cassandra Silva and her husband, Casey Hawkins, and |
|---|
| 54 | 55 | | Cristianna Meineke and her husband, Aaron; to his granddaughter, |
|---|
| 55 | 56 | | Audria Silva; to his siblings, John Silva, Amado Silva and his wife, |

| 56 | 57 | | Zenaida, and Grace Ramirez and her husband, Adolfo; and to his many |

| 57 | 58 | | other relatives and friends; and, be it further |
