45 R E S O L U T I O N
56 WHEREAS, Residents of Bee County lost a dedicated public
67 servant with the passing of the Honorable David T. Silva on March
78 16, 2015, at the age of 70; and
89 WHEREAS, David Silva was born in Beeville on May 26, 1944, to
910 Marcos and Altagracia Silva; a 1963 graduate of A. C. Jones High
1011 School, he enlisted in the U. S. Air Force, and he worked his way
1112 through college while earning an associate's degree from Bee County
1213 College as well as bachelor's and master's degrees from Texas
1314 A&M--Corpus Christi after completing his military service; and
1415 WHEREAS, Mr. Silva joined the faculty at Bee County College
1516 in 1976 when he was hired as coordinator of the Talent Search
1617 Program, and over the course of his notable tenure, he was selected
1718 on numerous occasions as Teacher of the Year, and he served as chair
1819 of the social science division and as cosponsor of the Phi Theta
1920 Kappa honors fraternity; he retired from the school in 2003, though
2021 he later returned to work as an adjunct instructor; and
2122 WHEREAS, Mr. Silva began a new chapter in his life when he was
2223 appointed as a municipal court judge in 2004, and voters elected him
2324 to serve as Bee County judge in 2007; he was reelected to lead
2425 county government in 2010 and 2014, becoming the first individual
2526 to serve three terms in that post in the county's history; during
2627 his time on the commissioners court, he earned the respect and
2728 admiration of all who knew him for his efforts in behalf of the
2829 people of Bee County; and
2930 WHEREAS, This accomplished Texan further shared his insight
3031 as a valued member of such organizations as the Coastal Bend Council
3132 of Government, Bee Development Authority, Bee County Juvenile
3233 Board, Local Emergency Planning Committee, and the Bee County
3334 Historical Commission, among others; and
3435 WHEREAS, A man of strong religious beliefs, Mr. Silva studied
3536 at the Southwestern Baptist Theological Seminary and shared his
3637 time and talents as a deacon, youth minister, and senior pastor for
3738 a number of churches in the area; he was ordained into the ministry
3839 in 2002, and he led the congregation at First Baptist Church in
3940 Pettus for several years until his death; and
4041 WHEREAS, Judge Silva shared more than four decades of
4142 marriage with his wife, Yolanda, and he took great pride in the
4243 couple's two daughters, Cassandra and Cristianna; with the passage
4344 of time, he also had the pleasure of seeing his family grow to
4445 include a beloved granddaughter, Audria; and
4546 WHEREAS, Devoted to his family, his faith, and his fellow
4647 citizens, David Silva made a meaningful difference in the lives of
4748 others, and although he is deeply missed, he will long be fondly
4849 remembered in the community he so ably served; now, therefore, be it
4950 RESOLVED, That the House of Representatives of the 84th Texas
5051 Legislature hereby pay tribute to the memory of the Honorable David
5152 T. Silva and extend sincere sympathy to the members of his family:
5253 to his wife of 44 years, Yolanda Silva; to his daughters and their
5354 spouses, Cassandra Silva and her husband, Casey Hawkins, and
5455 Cristianna Meineke and her husband, Aaron; to his granddaughter,
5556 Audria Silva; to his siblings, John Silva, Amado Silva and his wife,
5657 Zenaida, and Grace Ramirez and her husband, Adolfo; and to his many
5758 other relatives and friends; and, be it further
5859 RESOLVED, That an official copy of this resolution be
5960 prepared for his family and that when the Texas House of
6061 Representatives adjourns this day, it do so in memory of Judge David
6162 T. Silva.
