54 R E S O L U T I O N
65 WHEREAS, Many airports, especially those in congested urban
76 areas, are near or over their capacities, and such inadequate
87 infrastructure causes long delays, reduced customer service,
98 negative impacts on the economy, and bottlenecks throughout our
109 entire national air transportation system; and
1110 WHEREAS, Implementation of the Next Generation Air
1211 Transportation System (NextGen) would help make air travel even
1312 safer and more convenient and environmentally friendly by enhancing
1413 the efficiency of airports and airspace procedures; and
1514 WHEREAS, The long list of airport improvements encompassed in
1615 NextGen includes performance-based navigation flight procedures,
1716 improved surface management systems, reduced aircraft exhaust
1817 emissions, and technology upgrades that bolster all-weather access
1918 to airports; and
2019 WHEREAS, Airport operators must be involved in the
2120 development of NextGen capabilities in and around their airports
2221 from inception to execution to ensure noise and other environmental
2322 factors that affect their communities are appropriately
2423 considered; and
2524 WHEREAS, The latest Future Airport Capacity Task study
2625 prepared by the FAA indicates that many of the nation's busiest
2726 airports, including George Bush International Airport in Houston,
2827 will require new runways to meet projected capacity needs in the
2928 coming years even with NextGen, and these findings highlight the
3029 critical importance of taking all reasonable steps to reduce
3130 airport congestion; and
3231 WHEREAS, Airports across the nation are ready to work with
3332 the FAA, industry partners, the communities they serve, and the
3433 U.S. Congress to implement NextGen in order to equip our air
3534 transportation system to meet the demands of the 21st century; now,
3635 therefore, be it
3736 RESOLVED, That the House of Representatives of the 84th Texas
3837 Legislature hereby express its support for the implementation of
3938 the Next Generation Air Transportation System; and, be it further
4039 RESOLVED, That the chief clerk forward official copies of
4140 this resolution to the president of the United States, to the
4241 administrator of the Federal Aviation Administration, to the
4342 president of the Senate and speaker of the House of Representatives
4443 of the United States Congress, and to all the members of the Texas
4544 delegation to Congress with the request that this resolution be
4645 entered in the Congressional Record as a memorial to the Congress of
4746 the United States of America.
