|---|
| 9 | 8 | | negative impacts on the economy, and bottlenecks throughout our |

| 10 | 9 | | entire national air transportation system; and |
|---|
| 11 | 10 | | WHEREAS, Implementation of the Next Generation Air |
|---|
| 12 | 11 | | Transportation System (NextGen) would help make air travel even |
|---|
| 13 | 12 | | safer and more convenient and environmentally friendly by enhancing |
|---|
| 14 | 13 | | the efficiency of airports and airspace procedures; and |
|---|
| 15 | 14 | | WHEREAS, The long list of airport improvements encompassed in |
|---|
| 16 | 15 | | NextGen includes performance-based navigation flight procedures, |
|---|
| 17 | 16 | | improved surface management systems, reduced aircraft exhaust |
|---|
| 18 | 17 | | emissions, and technology upgrades that bolster all-weather access |
|---|
| 19 | 18 | | to airports; and |
|---|
| 20 | 19 | | WHEREAS, Airport operators must be involved in the |
|---|
| 21 | 20 | | development of NextGen capabilities in and around their airports |
|---|
| 22 | 21 | | from inception to execution to ensure noise and other environmental |
|---|
| 23 | 22 | | factors that affect their communities are appropriately |
|---|
| 24 | 23 | | considered; and |
|---|
| 25 | 24 | | WHEREAS, The latest Future Airport Capacity Task study |
|---|
| 26 | 25 | | prepared by the FAA indicates that many of the nation's busiest |
|---|
| 27 | 26 | | airports, including George Bush International Airport in Houston, |
|---|
| 28 | 27 | | will require new runways to meet projected capacity needs in the |
|---|
| 29 | 28 | | coming years even with NextGen, and these findings highlight the |
|---|
| 30 | 29 | | critical importance of taking all reasonable steps to reduce |
|---|
| 31 | 30 | | airport congestion; and |
|---|
| 32 | 31 | | WHEREAS, Airports across the nation are ready to work with |
|---|
| 33 | 32 | | the FAA, industry partners, the communities they serve, and the |
|---|
| 34 | 33 | | U.S. Congress to implement NextGen in order to equip our air |
|---|
| 35 | 34 | | transportation system to meet the demands of the 21st century; now, |
|---|
| 36 | 35 | | therefore, be it |
|---|
| 37 | 36 | | RESOLVED, That the House of Representatives of the 84th Texas |
|---|
| 38 | 37 | | Legislature hereby express its support for the implementation of |
|---|
| 39 | 38 | | the Next Generation Air Transportation System; and, be it further |
|---|
| 40 | 39 | | RESOLVED, That the chief clerk forward official copies of |
|---|
| 41 | 40 | | this resolution to the president of the United States, to the |
|---|
| 42 | 41 | | administrator of the Federal Aviation Administration, to the |
|---|
| 43 | 42 | | president of the Senate and speaker of the House of Representatives |
|---|
| 44 | 43 | | of the United States Congress, and to all the members of the Texas |
|---|
| 45 | 44 | | delegation to Congress with the request that this resolution be |
|---|
| 46 | 45 | | entered in the Congressional Record as a memorial to the Congress of |
|---|
