R E S O L U T I O N
WHEREAS, Elgin Pape of Gillespie County has greatly benefited
his fellow citizens as a business and civic leader; and
WHEREAS, Mr. Pape moved to Gillespie County after retiring
from a successful career in the construction business; in 1981, he
joined the Gillespie County Farm Bureau, which he currently serves
as president of the board, and he previously served three terms on
the Gillespie County Farm Service Agency board; and
WHEREAS, Mr. Pape was born in Bexar County in 1926 and grew up
on the family farm; demonstrating a strong work ethic and business
sense from an early age, he began buying and raising calves and
roosters at the age of 10, and at 11, he went to work as a pin setter
for the Oak Grove Bowling Alley; later he took a job at the Oak Grove
Feed Store; and
WHEREAS, After graduating from Alamo Heights High School,
Mr. Pape served in the United States Army as a military policeman;
during World War II, he was stationed in the Philippines and Japan
as a member of the Criminal Investigation Department; and
WHEREAS, This dynamic Texan returned to farming and raising
cattle in 1946, but he enjoyed working on his buildings so much that
the following year, he established Pape Construction; over the
course of more than 40 years as head of the company, he earned a
reputation as one of the best general contractors in the San Antonio
area, and the firm still thrives today under the guidance of his
son, Doug; Mr. Pape earned his real estate license in 1955, and his
numerous business interests also included Oak Grove General Store,
Oak Grove Lumber Company, Oak Grove Residential Subdivision, Pape
Industrial Park Commercial Subdivision, and part ownership in the
Pig Stand restaurant chain; moreover, he served as a director of
Alamo Heights Bank, InterFirst Bank, and First Republic Bank; and
WHEREAS, Public-spirited members of the business community
help to improve the quality of life enjoyed by all area citizens,
and Elgin Pape has set an example of civic engagement to which
others may aspire; now, therefore, be it
RESOLVED, That the House of Representatives of the 84th Texas
Legislature hereby honor Elgin Pape for his contributions to
Gillespie County and extend to him sincere best wishes for the
future; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Mr. Pape as an expression of high regard by the Texas
House of Representatives.
