9 | 10 | | WHEREAS, Waymon Bullock was born in Homer on May 27, 1936, to |

10 | 11 | | Leamon and Carnie Bullock; a dedicated trombone student, he |
---|
11 | 12 | | graduated from Lufkin High School in 1954 and subsequently studied |
---|
12 | 13 | | music at Lamar University, during which time he started the Bridge |
---|
13 | 14 | | City Independent School District band program; he went on to earn a |
---|
14 | 15 | | master's degree and public school administration certification |
---|
15 | 16 | | from Stephen F. Austin State University; and |

16 | 17 | | WHEREAS, After beginning his career as a music teacher in |

17 | 18 | | Diboll and Dayton, Mr. Bullock joined the staff of the Lufkin |

18 | 19 | | Independent School District in 1964; during his exemplary 22-year |

19 | 20 | | tenure, he conducted the junior high band before leading the high |

20 | 21 | | school band, which thrived under his direction; in addition to |
---|
21 | 22 | | representing Texas as an Honor Band at the 1982 Four States |

22 | 23 | | Bandmasters' Association convention, the group competed in |

23 | 24 | | national contests in St. Louis and Kansas City, Missouri, Daytona |

24 | 25 | | Beach, Florida, and Gatlinburg, Tennessee, and garnered 20 |

25 | 26 | | University Interscholastic League Sweepstakes Awards; Mr. Bullock |

26 | 27 | | was widely regarded for the innovative military-style drills he |

27 | 28 | | taught his students, and many of his signature techniques have |

28 | 29 | | continued to be adopted by marching bands in the decades since; and |

29 | 30 | | WHEREAS, Following his retirement from Lufkin ISD in 1987, |

30 | 31 | | Mr. Bullock continued to serve as a mentor to many young band |

31 | 32 | | directors, and he intermittently guided music programs in Garrison, |

32 | 33 | | Huntington, and Hemphill during times of teacher shortages; in |

33 | 34 | | addition, he taught brass methods classes at SFASU and gave |
---|
34 | 35 | | generously of his time and talents as a consultant, clinician, and |
---|
35 | 36 | | adjudicator in behalf of music programs in East Texas and |
---|
36 | 37 | | surrounding areas; and |

37 | 38 | | WHEREAS, Mr. Bullock further distinguished himself through |

38 | 39 | | leadership roles in numerous professional organizations, serving |
---|
39 | 40 | | as president of the Texas Bandmasters Association, as chair of the |

40 | 41 | | UIL Area Marching Band Contest, as executive secretary of UIL Music |
---|
41 | 42 | | Region 21, and as president and executive secretary of the National |
---|
42 | 43 | | Association of Military Marching Bands, which he helped charter in |
---|
43 | 44 | | 1979; he was also a charter member of the Texas Music Adjudicators |
---|
44 | 45 | | Association and a member of the Texas Music Educators Association |
---|
45 | 46 | | and Phi Beta Mu, an honorary fraternity for band directors; and |

46 | 47 | | WHEREAS, Earning well-deserved recognition for a lifetime of |

47 | 48 | | outstanding work, this esteemed Texan was inducted into the SFASU, |

48 | 49 | | Lamar University, and Phi Beta Mu, Alpha Chapter, Band Director |

49 | 50 | | Halls of Fame, and he was presented with a Meritorious Achievement |

50 | 51 | | Award by the Texas Bandmasters Association in 2000; and |

51 | 52 | | WHEREAS, Devoted to his family, Mr. Bullock was the loving |

52 | 53 | | husband of the former Kay Smith, with whom he shared a rewarding |

53 | 54 | | union that spanned four and a half decades; over the years, they |

54 | 55 | | became the parents of five children, Mike, Holly, Connie, Kelley, |

55 | 56 | | and Melany, and they eventually knew the joy of welcoming 10 |

56 | 57 | | grandchildren into their family; and |
---|
57 | 58 | | WHEREAS, Though it is impossible to gauge the full effect of |

58 | 59 | | one person's life, some individuals leave their unmistakable mark |

59 | 60 | | on the world as they move through it, and Waymon Bullock's |

60 | 61 | | contributions to his students and profession will long resonate in |

61 | 62 | | the lives of all who knew him; now, therefore, be it |

62 | 63 | | RESOLVED, That the House of Representatives of the 84th Texas |

63 | 64 | | Legislature hereby pay tribute to the memory of Waymon Bullock and |
