45 R E S O L U T I O N
56 WHEREAS, Family, friends, and generations of grateful
67 students will forever treasure their memories of noted educator
78 Waymon Bullock of Etoile, who passed away on November 26, 2014, at
89 the age of 78; and
910 WHEREAS, Waymon Bullock was born in Homer on May 27, 1936, to
1011 Leamon and Carnie Bullock; a dedicated trombone student, he
1112 graduated from Lufkin High School in 1954 and subsequently studied
1213 music at Lamar University, during which time he started the Bridge
1314 City Independent School District band program; he went on to earn a
1415 master's degree and public school administration certification
1516 from Stephen F. Austin State University; and
1617 WHEREAS, After beginning his career as a music teacher in
1718 Diboll and Dayton, Mr. Bullock joined the staff of the Lufkin
1819 Independent School District in 1964; during his exemplary 22-year
1920 tenure, he conducted the junior high band before leading the high
2021 school band, which thrived under his direction; in addition to
2122 representing Texas as an Honor Band at the 1982 Four States
2223 Bandmasters' Association convention, the group competed in
2324 national contests in St. Louis and Kansas City, Missouri, Daytona
2425 Beach, Florida, and Gatlinburg, Tennessee, and garnered 20
2526 University Interscholastic League Sweepstakes Awards; Mr. Bullock
2627 was widely regarded for the innovative military-style drills he
2728 taught his students, and many of his signature techniques have
2829 continued to be adopted by marching bands in the decades since; and
2930 WHEREAS, Following his retirement from Lufkin ISD in 1987,
3031 Mr. Bullock continued to serve as a mentor to many young band
3132 directors, and he intermittently guided music programs in Garrison,
3233 Huntington, and Hemphill during times of teacher shortages; in
3334 addition, he taught brass methods classes at SFASU and gave
3435 generously of his time and talents as a consultant, clinician, and
3536 adjudicator in behalf of music programs in East Texas and
3637 surrounding areas; and
3738 WHEREAS, Mr. Bullock further distinguished himself through
3839 leadership roles in numerous professional organizations, serving
3940 as president of the Texas Bandmasters Association, as chair of the
4041 UIL Area Marching Band Contest, as executive secretary of UIL Music
4142 Region 21, and as president and executive secretary of the National
4243 Association of Military Marching Bands, which he helped charter in
4344 1979; he was also a charter member of the Texas Music Adjudicators
4445 Association and a member of the Texas Music Educators Association
4546 and Phi Beta Mu, an honorary fraternity for band directors; and
4647 WHEREAS, Earning well-deserved recognition for a lifetime of
4748 outstanding work, this esteemed Texan was inducted into the SFASU,
4849 Lamar University, and Phi Beta Mu, Alpha Chapter, Band Director
4950 Halls of Fame, and he was presented with a Meritorious Achievement
5051 Award by the Texas Bandmasters Association in 2000; and
5152 WHEREAS, Devoted to his family, Mr. Bullock was the loving
5253 husband of the former Kay Smith, with whom he shared a rewarding
5354 union that spanned four and a half decades; over the years, they
5455 became the parents of five children, Mike, Holly, Connie, Kelley,
5556 and Melany, and they eventually knew the joy of welcoming 10
5657 grandchildren into their family; and
5758 WHEREAS, Though it is impossible to gauge the full effect of
5859 one person's life, some individuals leave their unmistakable mark
5960 on the world as they move through it, and Waymon Bullock's
6061 contributions to his students and profession will long resonate in
6162 the lives of all who knew him; now, therefore, be it
6263 RESOLVED, That the House of Representatives of the 84th Texas
6364 Legislature hereby pay tribute to the memory of Waymon Bullock and
6465 extend sincere condolences to the members of his family: to his
6566 wife, Kay Bullock; to his children, Mike Bullock and his wife,
6667 Lynne, Holly Dillahunty, Connie Shriver, and Kelley Moore and her
6768 husband, Jimmy; to his brother, Leo Bullock, and his wife, Sandy; to
6869 his grandchildren, Ryan Bullock and his wife, Lauren, Jonathan
6970 Bullock and his wife, Maggie, Jacob and Jordon Dillahunty, Ethan,
7071 Eric, and Emaleigh Shriver, Jebadiah Moore and his wife, Jamila
7172 Benkhoud, and Kaci and Tucker Moore; and to his other relatives and
7273 many friends; and, be it further
7374 RESOLVED, That an official copy of this resolution be
7475 prepared for his family and that when the Texas House of
7576 Representatives adjourns this day, it do so in memory of Waymon
7677 Bullock.
