| 7 | 8 | | observance of Workers' Memorial Day; and |

| 8 | 9 | | WHEREAS, Workers' Memorial Day is an internationally |

| 9 | 10 | | recognized day of remembrance for men and women who have been |
|---|
| 10 | 11 | | injured or killed while performing their jobs, and this occasion is |
|---|
| 11 | 12 | | a solemn reminder of the crucial need to make workplaces safer; and |
|---|
| 12 | 13 | | WHEREAS, While the construction industry constitutes a key |
|---|
| 13 | 14 | | pillar of the Texas economy, employing nearly one million workers |
|---|
| 14 | 15 | | and accounting for more than five percent of the state's economic |
|---|
| 15 | 16 | | output, the construction trade is the deadliest in the state; |
|---|
| 16 | 17 | | according to a 2013 study, construction workers in Texas are 4.5 |
|---|
| 17 | 18 | | times more likely to be killed on the job than the average Texas |
|---|
| 18 | 19 | | worker, and although construction workers account for only 6 |
|---|
| 19 | 20 | | percent of the state's workforce, they make up 26 percent of total |
|---|
| 20 | 21 | | workplace fatalities; across the country, more workers die on the |
|---|
| 21 | 22 | | job in the construction industry than in any other sector, and more |
|---|
| 22 | 23 | | construction workers die in Texas than in any other state; and |
|---|
| 23 | 24 | | WHEREAS, Community organizations throughout the nation are |
|---|
| 24 | 25 | | working to create safer work environments; in the Lone Star State, |
|---|
| 25 | 26 | | the Workers Defense Project, based in Austin and Dallas, helps |
|---|
| 26 | 27 | | empower low-income employees by providing them with the resources |
|---|
| 27 | 28 | | they need to improve their working and living conditions; through |
|---|
| 28 | 29 | | its advocacy, grassroots organizing, and direct services, the WDP |
|---|
| 29 | 30 | | has educated workers and contractors about their respective rights |
|---|
| 30 | 31 | | and spurred regulatory agencies to increase their safety |
|---|
| 31 | 32 | | inspections; and |
|---|
| 32 | 33 | | WHEREAS, Workers in every field can safely perform their jobs |

| 33 | 34 | | if they receive the necessary training and equipment and if the |
|---|
| 34 | 35 | | highest standards of safety are upheld, and it is imperative that |
|---|
| 35 | 36 | | employers, employees, and organizations across the Lone Star State |

| 36 | 37 | | and the country work together to ensure that worker safety receives |

| 37 | 38 | | the attention and support that it deserves; now, therefore, be it |
