| 5 | 6 | | WHEREAS, Dr. Richard C. Black of El Paso has greatly |

| 6 | 7 | | benefited the Texas Dental Association through his dedicated |

|---|
| 8 | 9 | | WHEREAS, A former president of the association, Rick Black |
|---|
| 9 | 10 | | served six terms as chair of the Council on Legislative and |
|---|
| 10 | 11 | | Regulatory Affairs; he has also served the organization as senior |
|---|
| 11 | 12 | | director of the board, as chair of the Council on Ethics and |
|---|
| 12 | 13 | | Judicial Affairs, and as a member of a number of committees; and |
|---|
| 13 | 14 | | WHEREAS, Dr. Black has contributed to the advancement of his |

| 14 | 15 | | profession on a national level through his service on the American |
|---|
| 15 | 16 | | Dental Association Council on Government Affairs and on the ADA |
|---|
| 16 | 17 | | Council on Ethics, Bylaws and Judicial Affairs; in addition, he is a |

| 17 | 18 | | former president of the El Paso District Dental Society; and |
|---|
| 18 | 19 | | WHEREAS, The recipient of many accolades, Dr. Black was |

| 19 | 20 | | accorded the ADA President's Citation and three TDA President's |
|---|
| 20 | 21 | | Awards, and he is a fellow of the American College of Dentists and |

| 21 | 22 | | International College of Dentists; and |
|---|
| 22 | 23 | | WHEREAS, Born and raised in El Paso, Dr. Black graduated from |

| 23 | 24 | | Southern Methodist University; he received his dental degree and |
|---|
| 24 | 25 | | his master's degree in oral biology from The University of Texas |
|---|
| 25 | 26 | | School of Dentistry at Houston, where he also completed his |
|---|
| 26 | 27 | | orthodontic specialty residency; in 1978, he established an |
|---|
| 27 | 28 | | orthodontics practice in his hometown; he has given generously of |
|---|
| 28 | 29 | | his time and talents to the community as president of the Sun Bowl, |
|---|
| 29 | 30 | | Sunturians, and First Presbyterian Preschool and as chair of Border |

| 30 | 31 | | Children's Health Center and the El Paso City/County Health Board; |

| 32 | 33 | | WHEREAS, Richard Black has demonstrated an exceptional |

| 33 | 34 | | commitment to his profession, and it is indeed fitting to recognize |

| 34 | 35 | | him for his outstanding service; now, therefore, be it |

| 35 | 36 | | RESOLVED, That the House of Representatives of the 84th Texas |

| 36 | 37 | | Legislature hereby honor Dr. Richard Black for his leadership in |

| 37 | 38 | | the Texas Dental Association and extend to him sincere best wishes |
