| 9 | 10 | | WHEREAS, Texans everywhere are indebted to members of the law |

| 10 | 11 | | enforcement profession who, by their selfless devotion to the |

| 11 | 12 | | public welfare, have enabled us to enjoy the benefits of a peaceful |

| 12 | 13 | | and orderly society; and |
|---|
| 13 | 14 | | WHEREAS, Too seldom recognized and sometimes taken for |

| 14 | 15 | | granted by the public they so faithfully serve, these intrepid |

| 15 | 16 | | individuals daily risk their lives in order to preserve domestic |

| 16 | 17 | | tranquility and to protect their fellow residents; and |

| 17 | 18 | | WHEREAS, Constable Martin Jennings "Popeye" Holmes of the |

| 18 | 19 | | Jefferson County Constable's Office, Precinct 8, earned the respect |

| 19 | 20 | | and admiration of his peers for his commitment to serving the |

| 20 | 21 | | greater good, and his contributions will not soon be forgotten; and |

| 21 | 22 | | WHEREAS, Throughout his tenure, which spanned more than 57 |

| 22 | 23 | | years, Constable Holmes demonstrated the loyalty, courage, and |

| 23 | 24 | | self-sacrifice that are consistent with the highest ideals of the |

| 24 | 25 | | law enforcement profession; and |

| 25 | 26 | | WHEREAS, Killed in the line of duty on Thursday, September |

| 26 | 27 | | 19, 2013, at the age of 81, Constable Holmes will long be missed by |
