H.R. No. 2022 R E S O L U T I O N WHEREAS, Fran Burns is retiring as community projects coordinator for Haltom City on April 30, 2015, concluding a distinguished career that has spanned more than a quarter-century with the city; and WHEREAS, Since joining the municipal government in 1988, Ms. Burns has secured $1,750,000 in grants for beautification projects, and her endeavors have earned state and national recognition for the community; as part of her official responsibilities, she coordinates the work of Keep Haltom City Beautiful, which captured a 2014 Keep America Beautiful Affiliate Award, winning first place in its population category; Ms. Burns was equally instrumental in the city's receipt of three Keep Texas Beautiful Governor's Community Achievement Awards, which brought $250,000 for right-of-way landscaping projects; and WHEREAS, Fran Burns' deep commitment to her work is reflected in projects throughout the city; with the aid of grants that she obtained, she helped to design and install the Haltom City Native Plant Demonstration Garden and the Grace-Full Community Garden; she also acquired grants to improve the grounds around City Hall and other municipal facilities with low-maintenance landscaping; moreover, the Green Report, which she produces each year for KHCB, informs area residents about environmental programs, events, and best practices and fosters environmental stewardship; and WHEREAS, This dynamic Texan has contributed to virtually every environmental endeavor in her community and to a number of area-wide efforts as well; she helped found the Northeast Environmental Team, and she serves as president of the organization, which coordinates such initiatives as Enviro-Camp, Enviro-Fair, and the Recycles Day Flea Market; Ms. Burns is also a founder of the Trinity River Environmental Education Society, and she has established numerous programs to foster awareness of environmental issues; she has given generously of her own time and resources to promote sustainability, and she has spoken extensively on the issue to schools, garden clubs, children's camps, and other groups around the state; and WHEREAS, Widely admired for her professional accomplishments and volunteerism, Ms. Burns has been named a Hometown Hero by the Northeast Tarrant Chamber of Commerce; and WHEREAS, Fran Burns has dedicated herself to making Haltom City an even better place in which to live and work, and her achievements will continue to benefit residents for years to come; now, therefore, be it RESOLVED, That the House of Representatives of the 84th Texas Legislature hereby congratulate Fran Burns on the occasion of her retirement as community projects coordinator for Haltom City and extend to her sincere best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for Ms. Burns as an expression of high regard by the Texas House of Representatives.
