45 R E S O L U T I O N
56 WHEREAS, Fran Burns is retiring as community projects
67 coordinator for Haltom City on April 30, 2015, concluding a
78 distinguished career that has spanned more than a quarter-century
89 with the city; and
910 WHEREAS, Since joining the municipal government in 1988,
1011 Ms. Burns has secured $1,750,000 in grants for beautification
1112 projects, and her endeavors have earned state and national
1213 recognition for the community; as part of her official
1314 responsibilities, she coordinates the work of Keep Haltom City
1415 Beautiful, which captured a 2014 Keep America Beautiful Affiliate
1516 Award, winning first place in its population category; Ms. Burns
1617 was equally instrumental in the city's receipt of three Keep Texas
1718 Beautiful Governor's Community Achievement Awards, which brought
1819 $250,000 for right-of-way landscaping projects; and
1920 WHEREAS, Fran Burns' deep commitment to her work is reflected
2021 in projects throughout the city; with the aid of grants that she
2122 obtained, she helped to design and install the Haltom City Native
2223 Plant Demonstration Garden and the Grace-Full Community Garden; she
2324 also acquired grants to improve the grounds around City Hall and
2425 other municipal facilities with low-maintenance landscaping;
2526 moreover, the Green Report, which she produces each year for KHCB,
2627 informs area residents about environmental programs, events, and
2728 best practices and fosters environmental stewardship; and
2829 WHEREAS, This dynamic Texan has contributed to virtually
2930 every environmental endeavor in her community and to a number of
3031 area-wide efforts as well; she helped found the Northeast
3132 Environmental Team, and she serves as president of the
3233 organization, which coordinates such initiatives as Enviro-Camp,
3334 Enviro-Fair, and the Recycles Day Flea Market; Ms. Burns is also a
3435 founder of the Trinity River Environmental Education Society, and
3536 she has established numerous programs to foster awareness of
3637 environmental issues; she has given generously of her own time and
3738 resources to promote sustainability, and she has spoken extensively
3839 on the issue to schools, garden clubs, children's camps, and other
3940 groups around the state; and
4041 WHEREAS, Widely admired for her professional accomplishments
4142 and volunteerism, Ms. Burns has been named a Hometown Hero by the
4243 Northeast Tarrant Chamber of Commerce; and
4344 WHEREAS, Fran Burns has dedicated herself to making Haltom
4445 City an even better place in which to live and work, and her
4546 achievements will continue to benefit residents for years to come;
4647 now, therefore, be it
4748 RESOLVED, That the House of Representatives of the 84th Texas
4849 Legislature hereby congratulate Fran Burns on the occasion of her
4950 retirement as community projects coordinator for Haltom City and
5051 extend to her sincere best wishes for the future; and, be it further
5152 RESOLVED, That an official copy of this resolution be
5253 prepared for Ms. Burns as an expression of high regard by the Texas
5354 House of Representatives.
