9 | 10 | | WHEREAS, Since joining the municipal government in 1988, |

10 | 11 | | Ms. Burns has secured $1,750,000 in grants for beautification |

11 | 12 | | projects, and her endeavors have earned state and national |

12 | 13 | | recognition for the community; as part of her official |
---|
13 | 14 | | responsibilities, she coordinates the work of Keep Haltom City |
---|
14 | 15 | | Beautiful, which captured a 2014 Keep America Beautiful Affiliate |
---|
15 | 16 | | Award, winning first place in its population category; Ms. Burns |
---|
16 | 17 | | was equally instrumental in the city's receipt of three Keep Texas |
---|
17 | 18 | | Beautiful Governor's Community Achievement Awards, which brought |

18 | 19 | | $250,000 for right-of-way landscaping projects; and |
---|
19 | 20 | | WHEREAS, Fran Burns' deep commitment to her work is reflected |

20 | 21 | | in projects throughout the city; with the aid of grants that she |

21 | 22 | | obtained, she helped to design and install the Haltom City Native |

22 | 23 | | Plant Demonstration Garden and the Grace-Full Community Garden; she |

23 | 24 | | also acquired grants to improve the grounds around City Hall and |

24 | 25 | | other municipal facilities with low-maintenance landscaping; |

25 | 26 | | moreover, the Green Report, which she produces each year for KHCB, |

26 | 27 | | informs area residents about environmental programs, events, and |
---|
27 | 28 | | best practices and fosters environmental stewardship; and |

28 | 29 | | WHEREAS, This dynamic Texan has contributed to virtually |
---|
29 | 30 | | every environmental endeavor in her community and to a number of |

30 | 31 | | area-wide efforts as well; she helped found the Northeast |
---|
31 | 32 | | Environmental Team, and she serves as president of the |
---|
32 | 33 | | organization, which coordinates such initiatives as Enviro-Camp, |
---|
33 | 34 | | Enviro-Fair, and the Recycles Day Flea Market; Ms. Burns is also a |
---|
34 | 35 | | founder of the Trinity River Environmental Education Society, and |
---|
35 | 36 | | she has established numerous programs to foster awareness of |
---|
36 | 37 | | environmental issues; she has given generously of her own time and |
---|
37 | 38 | | resources to promote sustainability, and she has spoken extensively |
---|
38 | 39 | | on the issue to schools, garden clubs, children's camps, and other |

39 | 40 | | groups around the state; and |

40 | 41 | | WHEREAS, Widely admired for her professional accomplishments |

41 | 42 | | and volunteerism, Ms. Burns has been named a Hometown Hero by the |

42 | 43 | | Northeast Tarrant Chamber of Commerce; and |

43 | 44 | | WHEREAS, Fran Burns has dedicated herself to making Haltom |

44 | 45 | | City an even better place in which to live and work, and her |

45 | 46 | | achievements will continue to benefit residents for years to come; |

47 | 48 | | RESOLVED, That the House of Representatives of the 84th Texas |

48 | 49 | | Legislature hereby congratulate Fran Burns on the occasion of her |

49 | 50 | | retirement as community projects coordinator for Haltom City and |

50 | 51 | | extend to her sincere best wishes for the future; and, be it further |
