| 5 | 6 | | WHEREAS, Paul Beard of Port Arthur has long dedicated himself |

| 6 | 7 | | to the betterment of his community, and his leadership and |

| 7 | 8 | | generosity of spirit have earned him the heartfelt admiration of |
|---|
| 8 | 9 | | all who know him; and |
|---|
| 9 | 10 | | WHEREAS, A native of San Augustine County, Mr. Beard |
|---|
| 10 | 11 | | graduated from Zavalla High School in 1949 and earned a general |
|---|
| 11 | 12 | | business diploma from Port Arthur College the following year; soon |
|---|
| 12 | 13 | | thereafter, he began working as an inventory clerk at Sabine |
|---|
| 13 | 14 | | Propeller and Marine Service, where he rose through the ranks to be |
|---|
| 14 | 15 | | named president and chief executive officer; since 1988, he has |
|---|
| 15 | 16 | | been president and CEO of Sabine Universal Products; and |
|---|
| 16 | 17 | | WHEREAS, In April 1999, Mr. Beard was appointed to the board |
|---|
| 17 | 18 | | of the Beaumont Navigation District; in that role, he collaborated |
|---|
| 18 | 19 | | with commissioners and legislators to create the Sabine-Neches |
|---|
| 19 | 20 | | Navigation District, which operates and maintains the ship channel |
|---|
| 20 | 21 | | and navigable waters of Jefferson County, and today he serves as |
|---|
| 21 | 22 | | chair of that body; he has further distinguished himself as a |
|---|
| 22 | 23 | | committee member of the Southeast Texas Waterways Advisory Council |
|---|
| 23 | 24 | | for more than a decade, and he is a valued member of the local |
|---|
| 24 | 25 | | Propeller Club and has held numerous leadership positions with the |
|---|
| 25 | 26 | | national organization, which presented him with the Maritime Person |
|---|
| 26 | 27 | | of the Year Award in 1986; and |
|---|
| 27 | 28 | | WHEREAS, In all of his endeavors, Mr. Beard enjoys the love |
|---|
| 28 | 29 | | and support of his family; devoted to his wife, the late Grace |
|---|
| 29 | 30 | | Beard, throughout a marriage that spanned 54 years, he is the proud |
|---|
| 30 | 31 | | father of 13 children; and |
|---|
| 31 | 32 | | WHEREAS, Those individuals who step forward to share their |
|---|
| 32 | 33 | | time with others are indeed deserving of our profound gratitude, |

| 33 | 34 | | and it is a pleasure to honor Mr. Beard, who has enriched the lives |

| 34 | 35 | | of countless people though his community service; now, therefore, |

| 36 | 37 | | RESOLVED, That the House of Representatives of the 84th Texas |

| 37 | 38 | | Legislature hereby commend Paul Beard for his noteworthy service to |

| 38 | 39 | | the residents of Southeast Texas and extend to him sincere best |

| 39 | 40 | | wishes for the future; and, be it further |
