No. 2090 R E S O L U T I O N WHEREAS, Mark Moeller is retiring as chief of the Rockwall Police Department on July 17, 2015, drawing to a close a notable career in law enforcement that has spanned nearly four decades; and WHEREAS, Chief Moeller joined the Dallas Police Department in July 1977, and over the next 24 years, he distinguished himself in a variety of assignments until retiring from the department as the lieutenant in command of the robbery unit; he also earned bachelor's and master's degrees, and he is a graduate of the FBI National Academy; and WHEREAS, In April 2002, this outstanding peace officer was appointed as chief of the Rockwall PD, and during his exemplary 13-year tenure, he has helped guide the city through a period of rapid growth; as Rockwall's population has nearly doubled, Chief Moeller has overseen the growth of the department from 45 officers and 18 civilian staffers to 79 officers and 22 civilian employees; and WHEREAS, Chief Moeller's dedication, professionalism, and commitment to excellence have greatly benefited the citizens of Rockwall and earned him the respect and admiration of his fellow officers, and he may indeed reflect with pride on a career well spent as he embarks on the next exciting chapter of his life; now, therefore, be it RESOLVED, That the House of Representatives of the 84th Texas Legislature hereby congratulate Chief Mark Moeller on his retirement from the Rockwall Police Department and extend to him sincere best wishes for continued happiness; and, be it further RESOLVED, That an official copy of this resolution be prepared for Chief Moeller as an expression of high regard by the Texas House of Representatives.
