| 5 | 6 | | WHEREAS, Mark Moeller is retiring as chief of the Rockwall |

| 6 | 7 | | Police Department on July 17, 2015, drawing to a close a notable |

| 7 | 8 | | career in law enforcement that has spanned nearly four decades; and |

| 8 | 9 | | WHEREAS, Chief Moeller joined the Dallas Police Department in |

| 9 | 10 | | July 1977, and over the next 24 years, he distinguished himself in a |
|---|
| 10 | 11 | | variety of assignments until retiring from the department as the |
|---|
| 11 | 12 | | lieutenant in command of the robbery unit; he also earned |
|---|
| 12 | 13 | | bachelor's and master's degrees, and he is a graduate of the FBI |
|---|
| 13 | 14 | | National Academy; and |
|---|
| 14 | 15 | | WHEREAS, In April 2002, this outstanding peace officer was |
|---|
| 15 | 16 | | appointed as chief of the Rockwall PD, and during his exemplary |
|---|
| 16 | 17 | | 13-year tenure, he has helped guide the city through a period of |
|---|
| 17 | 18 | | rapid growth; as Rockwall's population has nearly doubled, Chief |

| 18 | 19 | | Moeller has overseen the growth of the department from 45 officers |
|---|
| 19 | 20 | | and 18 civilian staffers to 79 officers and 22 civilian employees; |

| 20 | 21 | | and |
|---|
| 21 | 22 | | WHEREAS, Chief Moeller's dedication, professionalism, and |

| 22 | 23 | | commitment to excellence have greatly benefited the citizens of |

| 23 | 24 | | Rockwall and earned him the respect and admiration of his fellow |

| 24 | 25 | | officers, and he may indeed reflect with pride on a career well |

| 25 | 26 | | spent as he embarks on the next exciting chapter of his life; now, |

| 27 | 28 | | RESOLVED, That the House of Representatives of the 84th Texas |
