 R E S O L U T I O N
 WHEREAS, Dr. Kevin M. Foster of The University of Texas at
 Austin has distinguished himself through both his scholarship and
 his contributions to education; and
 WHEREAS, An educational anthropologist, Dr. Foster is an
 associate professor in the African and African Diaspora Studies
 Department who has written extensively in both scholarly journals
 and general-interest publications on the social, cultural, and
 structural factors that affect educational outcomes; his
 ethnographic work encompasses action-oriented research and
 institution building, and he collaborates with students, teachers,
 administrators, and others to develop innovative programs; and
 WHEREAS, Dr. Foster cofounded Community of Brothers in
 Revolutionary Alliance, or COBRA, a leadership group for high
 school boys; in addition, he is the founding director of the
 Institute for Community, University, and School Partnerships,
 which works with students, conducts research, and guides
 professional development workshops in Central Texas schools; the
 ICUSP also sponsors VOICES, a leadership group for high school
 girls, and Young VOICES and Young COBRAS, for middle school
 students; and
 WHEREAS, In 2009 and 2010, Dr. Foster served as the American
 Association for the Advancement of Science Executive Branch Policy
 Fellow assigned to the National Science Foundation; he received the
 2009 W. Charles Akins Award from the Austin Independent School
 District in recognition of his service, and he was named 2006
 Faculty Volunteer of the Year by the LBJ Presidential Library; and
 WHEREAS, Dr. Foster completed his bachelor's degree in
 anthropology and economics at the College of William and Mary and
 went on to earn both master's and doctoral degrees in anthropology
 at UT; he was an assistant professor at Southern Illinois
 University for four years before joining the UT faculty in 2005; and
 WHEREAS, Our society gains immeasurably when all young people
 are able to reach their full potential, and through his endeavors,
 Kevin Foster is helping to expand opportunities for high
 achievement; now, therefore, be it
 RESOLVED, That the House of Representatives of the 84th Texas
 Legislature hereby honor Dr. Kevin M. Foster for his work and
 extend to him sincere best wishes for continued success; and, be it
 further
 RESOLVED, That an official copy of this resolution be
 prepared for Dr. Foster as an expression of high regard by the Texas
 House of Representatives.
