| 9 | 10 | | WHEREAS, The son of Robert and Colleen Kennedy, this Baylor |

| 10 | 11 | | University freshman has mastered a number of important skills in |

| 11 | 12 | | his quest to become an Eagle Scout; he has earned merit badges |

| 12 | 13 | | requiring expertise in such diverse areas as first aid, personal |

| 13 | 14 | | fitness, and environmental science, and he has gained experience in |

| 14 | 15 | | leadership and teamwork while undertaking his Eagle Scout project, |

| 15 | 16 | | which involved making and installing a pair of custom Texas |

| 16 | 17 | | sandstone benches at the entrance to Fort Travis in Galveston; and |

| 17 | 18 | | WHEREAS, A valued member of Boy Scout Troop No. 13 in |

| 18 | 19 | | Houston, Mr. Kennedy has served his peers as a crew leader and |

| 19 | 20 | | webmaster, and in so doing, he has exemplified the many positive |

| 20 | 21 | | traits for which Boy Scouts are renowned; and |

| 21 | 22 | | WHEREAS, In fulfilling the rigorous requirements for |

| 22 | 23 | | attaining the Eagle Scout insignia, Jay Kennedy has demonstrated an |
