45 R E S O L U T I O N
56 WHEREAS, The Texas Medical Association's Hard Hats for Little
67 Heads program has prevented countless children across the Lone Star
78 State from sustaining serious head injuries; and
89 WHEREAS, Focused on its slogan "Get Moving. Stay Safe. Wear a
910 Helmet.," this program was founded by Dr. Larry Driver in 1994 to
1011 promote bicycling safety while also motivating young people to
1112 pursue active and healthy lifestyle choices; and
1213 WHEREAS, Head injuries are the nation's leading cause of
1314 death and permanent disability in bicycle crashes, and every year,
1415 26,000 children in the United States suffer traumatic brain damage
1516 in such incidents; less than half of youths ages 5 to 14 wear a
1617 helmet when they cycle, and many of those who do wear one do so
1718 incorrectly; wearing a properly fitted bicycle helmet can reduce
1819 the risk of head injury by as much as 85 percent; and
1920 WHEREAS, Physicians play a key role in improving health and
2021 saving lives by encouraging children to wear well-fitted protective
2122 helmets when participating in wheeled sports and recreation, such
2223 as roller-skating, skateboarding, and riding nonmotorized
2324 scooters, as well as bicycling; through the Hard Hats program, more
2425 than 1,500 doctors, medical students, and other volunteers have
2526 sponsored helmet giveaways, and during its 20th anniversary year in
2627 2014, the initiative distributed a record number of 36,825 helmets,
2728 including its 200,000th overall; and
2829 WHEREAS, April has been designated as Child Safety Month in
2930 Texas, which provides a fitting opportunity to raise awareness
3031 about this serious issue and to recognize the outstanding efforts
3132 of all those associated with the Hard Hats for Little Heads program;
3233 now, therefore, be it
3334 RESOLVED, That the House of Representatives of the 84th Texas
3435 Legislature hereby recognize April 30, 2015, as Hard Hats for
3536 Little Heads Day at the State Capitol and extend to all those
3637 associated with the program sincere best wishes for continued
3738 success; and, be it further
3839 RESOLVED, That an official copy of this resolution be
3940 prepared for Dr. Driver and the staff of the program as an
4041 expression of high regard by the Texas House of Representatives.
