| 5 | 6 | | WHEREAS, The Texas Medical Association's Hard Hats for Little |

| 7 | 8 | | State from sustaining serious head injuries; and |

| 8 | 9 | | WHEREAS, Focused on its slogan "Get Moving. Stay Safe. Wear a |

| 9 | 10 | | Helmet.," this program was founded by Dr. Larry Driver in 1994 to |
|---|
| 10 | 11 | | promote bicycling safety while also motivating young people to |
|---|
| 11 | 12 | | pursue active and healthy lifestyle choices; and |
|---|
| 12 | 13 | | WHEREAS, Head injuries are the nation's leading cause of |
|---|
| 13 | 14 | | death and permanent disability in bicycle crashes, and every year, |
|---|
| 14 | 15 | | 26,000 children in the United States suffer traumatic brain damage |
|---|
| 15 | 16 | | in such incidents; less than half of youths ages 5 to 14 wear a |
|---|
| 16 | 17 | | helmet when they cycle, and many of those who do wear one do so |
|---|
| 17 | 18 | | incorrectly; wearing a properly fitted bicycle helmet can reduce |
|---|
| 18 | 19 | | the risk of head injury by as much as 85 percent; and |
|---|
| 19 | 20 | | WHEREAS, Physicians play a key role in improving health and |
|---|
| 20 | 21 | | saving lives by encouraging children to wear well-fitted protective |
|---|
| 21 | 22 | | helmets when participating in wheeled sports and recreation, such |
|---|
| 22 | 23 | | as roller-skating, skateboarding, and riding nonmotorized |
|---|
| 23 | 24 | | scooters, as well as bicycling; through the Hard Hats program, more |
|---|
| 24 | 25 | | than 1,500 doctors, medical students, and other volunteers have |
|---|
| 25 | 26 | | sponsored helmet giveaways, and during its 20th anniversary year in |

| 26 | 27 | | 2014, the initiative distributed a record number of 36,825 helmets, |

| 27 | 28 | | including its 200,000th overall; and |

| 28 | 29 | | WHEREAS, April has been designated as Child Safety Month in |

| 29 | 30 | | Texas, which provides a fitting opportunity to raise awareness |

| 30 | 31 | | about this serious issue and to recognize the outstanding efforts |

| 31 | 32 | | of all those associated with the Hard Hats for Little Heads program; |

| 33 | 34 | | RESOLVED, That the House of Representatives of the 84th Texas |

| 34 | 35 | | Legislature hereby recognize April 30, 2015, as Hard Hats for |

| 35 | 36 | | Little Heads Day at the State Capitol and extend to all those |

| 36 | 37 | | associated with the program sincere best wishes for continued |
