5 | 6 | | WHEREAS, Ann S. Bishop is retiring as executive director of |

6 | 7 | | the Employees Retirement System of Texas in 2015, bringing to a |

7 | 8 | | close her outstanding tenure at the agency; and |
---|
8 | 9 | | WHEREAS, Appointed executive director in 2004, Ann Bishop has |
---|
9 | 10 | | skillfully guided the Employees Retirement System in administering |
---|
10 | 11 | | programs that provide retirement, deferred compensation, and |
---|
11 | 12 | | flexible benefits for more than 225,000 state employees and |
---|
12 | 13 | | retirees; moreover, she has played a key role in strengthening the |
---|
13 | 14 | | ERS Trust, an investment portfolio of over $26 billion, and in |
---|
14 | 15 | | adopting new technology that allows the agency to deliver quality |
---|
15 | 16 | | benefits at a reasonable cost; and |
---|
16 | 17 | | WHEREAS, Ms. Bishop previously acted as deputy comptroller |
---|
17 | 18 | | of public accounts and as the first director of the Department of |
---|
18 | 19 | | Information Resources after its creation in 1989; from November |
---|
19 | 20 | | 2012 to February 2013, she served as Governor Rick Perry's chief of |
---|
20 | 21 | | staff; additionally, she has operated an independent business |
---|
21 | 22 | | consulting service and was vice president of Transactive |
---|
22 | 23 | | Corporation; and |
---|
23 | 24 | | WHEREAS, In recognition of her noteworthy achievements as a |

24 | 25 | | state administrator, Ms. Bishop has received a Bob Bullock Award |
---|
25 | 26 | | for Outstanding Public Stewardship and an Administrator of the Year |
---|
26 | 27 | | Award from the Texas Public Employees Association; furthermore, she |
---|
27 | 28 | | has been inducted into the Blinn College Hall of Honor; she holds a |
---|
28 | 29 | | business degree from The University of Texas at Austin and a juris |
---|
29 | 30 | | doctor degree from Texas Tech University; and |
---|
30 | 31 | | WHEREAS, Ann Bishop has distinguished herself throughout her |
---|
31 | 32 | | career with the state, and she is indeed deserving of commendation |
---|
32 | 33 | | for her valuable contributions to ERS and the public employees |
---|
33 | 34 | | served by the agency; now, therefore, be it |
---|
34 | 35 | | RESOLVED, That the House of Representatives of the 84th Texas |
---|
35 | 36 | | Legislature hereby congratulate Ann Bishop on her retirement as |
---|
36 | 37 | | executive director of the Employees Retirement System of Texas and |
---|
37 | 38 | | extend to her sincere best wishes for the future; and, be it further |
