 R E S O L U T I O N
 WHEREAS, The Honorable Carla Garner retired as Sutton County
 judge in November 2014, drawing to a close nearly three decades of
 outstanding service to her fellow citizens; and
 WHEREAS, First sworn into office in May 1985, Judge Garner
 distinguished herself through her astute leadership as presiding
 officer of the Sutton County Commissioners Court; during her
 tenure, she played a vital role in the renovation of the county
 courthouse and in the construction of the county library, the civic
 center, the arena grandstands, and lighting for the baseball field,
 among other projects; she also served on the executive committee of
 the Concho Valley Council of Governments; and
 WHEREAS, In addition to her service as a public official,
 Judge Garner simultaneously worked as a county emergency medical
 technician for 25 years; she has accumulated 23 years' experience
 as a state-licensed EMT instructor and examiner, and she has served
 on the Texas Emergency Medical Services Advisory Council; in 2001,
 she was named EMS Person of the Year by the state health department;
 and
 WHEREAS, This esteemed Texan has also served on the advisory
 board of the Texas Guardianship Alliance, giving generously of her
 time and talents in behalf of adults with intellectual and
 developmental disabilities and of the elderly, and she has
 supported area youth through her involvement with 4-H, which has
 honored her with its Silver Spur Award; and
 WHEREAS, Judge Carla Garner has made many significant
 contributions to the betterment of life in Sutton County, and her
 accomplishments will continue to resonate in that county for years
 to come; now, therefore, be it
 RESOLVED, That the House of Representatives of the 84th Texas
 Legislature hereby congratulate the Honorable Carla Garner on her
 retirement as Sutton County judge and extend to her sincere best
 wishes for the future; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for Judge Garner as an expression of high regard by the
 Texas House of Representatives.
