 R E S O L U T I O N
 WHEREAS, Victor A. Flores retired as tax assessor-collector
 of El Paso County on March 1, 2015, concluding an exemplary tenure
 in office that spanned nearly two decades; and
 WHEREAS, First elected to the post of tax assessor-collector
 in 1996, Mr. Flores was subsequently returned to that office by the
 voters for four additional terms; in 2011, this esteemed Texan
 received the Best Practices Award from the Texas Association of
 Counties in recognition of his implementation of the county's
 scofflaw program; the initiative has helped the county collect more
 than $4 million in overdue fines and fees by withholding vehicle
 registration renewals for residents with outstanding balances; and
 WHEREAS, Mr. Flores brought to his position a
 quarter-century of experience in tax office operations; a Vietnam
 veteran, he was working for a car dealership in 1971--and looking
 forward to finishing school and beginning a career in education--
 when the chief deputy assessor offered him a job with the title of
 "office boy"; he was promoted to title clerk and then moved to the
 assessing department, where he rose to become assistant supervisor;
 subsequently, he was appointed office manager in the purchasing
 department, and he spent 17 years in that section before assuming
 the duties of tax assessor-collector; and
 WHEREAS, In all his endeavors, Victor Flores has enjoyed the
 support and encouragement of his wife of 46 years, Juana Flores, and
 their sons, Victor and Benjamin; his retirement will allow him to
 spend more time with his treasured family, which has grown to
 include daughters-in-law Monica and Michelle and four
 grandchildren, Aaron, David, Natalia, and Lihiana; and
 WHEREAS, Through his leadership, skill, and dedication,
 Victor Flores greatly benefited his fellow citizens over the course
 of a long career in public service, and he may indeed reflect with
 pride on his outstanding accomplishments; now, therefore, be it
 RESOLVED, That the House of Representatives of the 84th Texas
 Legislature hereby congratulate Victor Flores on his retirement as
 El Paso County tax assessor-collector and extend to him sincere
 best wishes for the future; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for Mr. Flores as an expression of high regard by the Texas
 House of Representatives.
