5 | 6 | | WHEREAS, Victor A. Flores retired as tax assessor-collector |

6 | 7 | | of El Paso County on March 1, 2015, concluding an exemplary tenure |
---|
7 | 8 | | in office that spanned nearly two decades; and |
---|
8 | 9 | | WHEREAS, First elected to the post of tax assessor-collector |
---|
9 | 10 | | in 1996, Mr. Flores was subsequently returned to that office by the |
---|
10 | 11 | | voters for four additional terms; in 2011, this esteemed Texan |
---|
11 | 12 | | received the Best Practices Award from the Texas Association of |
---|
12 | 13 | | Counties in recognition of his implementation of the county's |
---|
13 | 14 | | scofflaw program; the initiative has helped the county collect more |
---|
14 | 15 | | than $4 million in overdue fines and fees by withholding vehicle |
---|
15 | 16 | | registration renewals for residents with outstanding balances; and |
---|
16 | 17 | | WHEREAS, Mr. Flores brought to his position a |
---|
17 | 18 | | quarter-century of experience in tax office operations; a Vietnam |
---|
18 | 19 | | veteran, he was working for a car dealership in 1971--and looking |
---|
19 | 20 | | forward to finishing school and beginning a career in education-- |
---|
20 | 21 | | when the chief deputy assessor offered him a job with the title of |
---|
21 | 22 | | "office boy"; he was promoted to title clerk and then moved to the |
---|
22 | 23 | | assessing department, where he rose to become assistant supervisor; |
---|
23 | 24 | | subsequently, he was appointed office manager in the purchasing |
---|
24 | 25 | | department, and he spent 17 years in that section before assuming |
---|
25 | 26 | | the duties of tax assessor-collector; and |
---|
26 | 27 | | WHEREAS, In all his endeavors, Victor Flores has enjoyed the |
---|
27 | 28 | | support and encouragement of his wife of 46 years, Juana Flores, and |
---|
28 | 29 | | their sons, Victor and Benjamin; his retirement will allow him to |
---|
29 | 30 | | spend more time with his treasured family, which has grown to |
---|
30 | 31 | | include daughters-in-law Monica and Michelle and four |
---|
31 | 32 | | grandchildren, Aaron, David, Natalia, and Lihiana; and |
---|
32 | 33 | | WHEREAS, Through his leadership, skill, and dedication, |
---|
33 | 34 | | Victor Flores greatly benefited his fellow citizens over the course |
---|
34 | 35 | | of a long career in public service, and he may indeed reflect with |
---|
35 | 36 | | pride on his outstanding accomplishments; now, therefore, be it |
---|
36 | 37 | | RESOLVED, That the House of Representatives of the 84th Texas |
---|
37 | 38 | | Legislature hereby congratulate Victor Flores on his retirement as |
---|
38 | 39 | | El Paso County tax assessor-collector and extend to him sincere |
---|
39 | 40 | | best wishes for the future; and, be it further |

40 | 41 | | RESOLVED, That an official copy of this resolution be |
