5 | 6 | | WHEREAS, Paul Foster, chair of The University of Texas System |

6 | 7 | | Board of Regents, has long distinguished himself through his |

7 | 8 | | dedicated service in behalf of his fellow Texans; and |
---|
8 | 9 | | WHEREAS, Born in East Texas, Paul Foster grew up in |
---|
9 | 10 | | Lovington, New Mexico, and worked his way through college, |
---|
10 | 11 | | graduating from Baylor University in 1979 with a bachelor's degree |
---|
11 | 12 | | in accounting; he managed finances for oil refineries across the |
---|
12 | 13 | | Southwest before founding his own firm, Western Refining, in 1997; |
---|
13 | 14 | | he currently acts as president and CEO of the company, which |
---|
14 | 15 | | operates two refineries and owns 200 convenience stores in the |
---|
15 | 16 | | United States; in addition, he chairs Western Refining Logistics |
---|
16 | 17 | | and Northern Tier Energy and is a board member of Jordan Foster |
---|
17 | 18 | | Construction, WestStar Bank, and the El Paso branch of the Dallas |
---|
18 | 19 | | Federal Reserve Bank; and |
---|
19 | 20 | | WHEREAS, This accomplished Texan has consistently worked for |
---|
20 | 21 | | the betterment of his community and state by taking an active role |
---|
21 | 22 | | in a number of worthy groups, including the El Paso Chamber of |
---|
22 | 23 | | Commerce, the Texas Business Leadership Council, and the Steering |
---|
23 | 24 | | Committee of the Borderplex Regional Economic Alliance; in 2007, |
---|
24 | 25 | | Governor Rick Perry appointed him to The University of Texas System |
---|
25 | 26 | | Board of Regents, which he led as vice chair beginning in 2009 and |
---|
26 | 27 | | has served as chair since 2013; he also served as chair of The |
---|
27 | 28 | | University of Texas Investment Management Company Board of |
---|
28 | 29 | | Directors; and |
---|
29 | 30 | | WHEREAS, Mr. Foster has further given generously of his time |
---|
30 | 31 | | and resources to support such notable organizations as the Plaza |
---|
31 | 32 | | Theatre, the Red Cross, United Way, and the Salvation Army; |
---|
32 | 33 | | moreover, he donated $50 million to Texas Tech University for the |
---|
33 | 34 | | construction of a new medical school, now named in his honor, and he |
---|
34 | 35 | | and his business partner, Jeff Stevens, gave $6 million to The |
---|
35 | 36 | | University of Texas at El Paso to fund the Foster-Stevens |
---|
36 | 37 | | Basketball Center; in recognition of his generosity and public |
---|
37 | 38 | | spirit, El Paso Inc. named him the 2007 El Pasoan of the Year; and |
---|
38 | 39 | | WHEREAS, Paul Foster has proven himself a leader of great |
---|
39 | 40 | | vision and ability, and he may indeed reflect with pride on his |
---|
40 | 41 | | outstanding efforts to improve the quality of life of all Texans; |
---|
41 | 42 | | now, therefore, be it |

42 | 43 | | RESOLVED, That the House of Representatives of the 84th Texas |
---|
43 | 44 | | Legislature hereby commend Paul Foster for his exceptional record |
---|
44 | 45 | | of public service and philanthropy and extend to him sincere best |
---|
45 | 46 | | wishes for continued success and happiness; and, be it further |
---|
46 | 47 | | RESOLVED, That an official copy of this resolution be |

47 | 48 | | prepared for Mr. Foster as an expression of high regard by the Texas |
---|
48 | 49 | | House of Representatives. |
