| 8 | 9 | | WHEREAS, Established in 1975, the Jewett facility was one of |

| 9 | 10 | | the first electric arc furnace plants in the United States; the |
|---|
| 10 | 11 | | electric arc process for melting and recycling scrap steel is more |

| 11 | 12 | | cost-effective than integrated iron and steel production with blast |
|---|
| 12 | 13 | | furnaces, and it significantly reduces pollution; and |
|---|
| 13 | 14 | | WHEREAS, Nucor was an industry leader in the shift from |
|---|
| 14 | 15 | | refining to recycling as the primary source of steel, and today, it |
|---|
| 15 | 16 | | is the nation's largest steel producer and largest recycler, |
|---|
| 16 | 17 | | handling approximately 19 million tons of scrap metal each year; on |
|---|
| 17 | 18 | | an annual basis, its three Texas divisions have a recycling |
|---|
| 18 | 19 | | capacity of 1.5 million tons of steel and a production capacity of |

| 19 | 20 | | more than 1.6 million tons; the company employs approximately 1,100 |

| 21 | 22 | | WHEREAS, In 2010, the Nucor divisions in Jewett, Terrell, and |
