H.R. No. 2496 R E S O L U T I O N WHEREAS, The Texas Legislative Council is dedicated to providing professional, nonpartisan support to the Texas Legislature and legislative agencies; and WHEREAS, Created in 1949 to gather information for the legislature and to assist in drafting legislation, the council today offers a wide range of services, including research, information technology, publications, and specialized technical support for redistricting; it also acts as an information resource for state agencies, the citizens of Texas, and others as time and resources permit; and WHEREAS, Over the course of biennial legislative sessions, the agency's legal division contributes wide-ranging expertise and many combined years of experience to the lawmaking process, drafting bills and other legislative documents and providing legal research and counsel; and WHEREAS, Under the leadership of division director Deborah Fulton, the dedicated legal staff put forth a herculean effort during the first 60 days of the 84th Legislative Session, in advance of the filing deadline; they completed more than 5,300 bill drafts, which was an increase in workload of more than 10 percent over the previous session; and WHEREAS, The council's research division drafts resolutions and analyses of legislation, and it responds to requests for research assistance on such topics as legislative histories and the practices of other states; guided by division director Patty McLeod, the division furthers the agency's mission by delivering a variety of other services as well, including statistical research, mapping, and geographic analysis; and WHEREAS, The council's administration and staff are committed to excellence, and through their endeavors in behalf of the Texas House of Representatives and Senate, they work to benefit all citizens of the Lone Star State; now, therefore, be it RESOLVED, That the House of Representatives of the 84th Texas Legislature hereby honor Deborah Fulton, Patty McLeod, and the staff of the legal and research divisions of the Texas Legislative Council and express appreciation to the council for its services; and, be it further RESOLVED, That an official copy of this resolution be prepared for the council as an expression of high regard by the Texas House of Representatives.
