| 5 | 6 | | WHEREAS, The Texas Legislative Council is dedicated to |

| 6 | 7 | | providing professional, nonpartisan support to the Texas |

| 7 | 8 | | Legislature and legislative agencies; and |
|---|
| 8 | 9 | | WHEREAS, Created in 1949 to gather information for the |
|---|
| 9 | 10 | | legislature and to assist in drafting legislation, the council |
|---|
| 10 | 11 | | today offers a wide range of services, including research, |
|---|
| 11 | 12 | | information technology, publications, and specialized technical |
|---|
| 12 | 13 | | support for redistricting; it also acts as an information resource |
|---|
| 13 | 14 | | for state agencies, the citizens of Texas, and others as time and |
|---|
| 14 | 15 | | resources permit; and |
|---|
| 15 | 16 | | WHEREAS, Over the course of biennial legislative sessions, |
|---|
| 16 | 17 | | the agency's legal division contributes wide-ranging expertise and |
|---|
| 17 | 18 | | many combined years of experience to the lawmaking process, |
|---|
| 18 | 19 | | drafting bills and other legislative documents and providing legal |
|---|
| 19 | 20 | | research and counsel; and |
|---|
| 20 | 21 | | WHEREAS, Under the leadership of division director Deborah |
|---|
| 21 | 22 | | Fulton, the dedicated legal staff put forth a herculean effort |
|---|
| 22 | 23 | | during the first 60 days of the 84th Legislative Session, in advance |
|---|
| 23 | 24 | | of the filing deadline; they completed more than 5,300 bill drafts, |
|---|
| 24 | 25 | | which was an increase in workload of more than 10 percent over the |
|---|
| 25 | 26 | | previous session; and |
|---|
| 26 | 27 | | WHEREAS, The council's research division drafts resolutions |
|---|
| 27 | 28 | | and analyses of legislation, and it responds to requests for |
|---|
| 28 | 29 | | research assistance on such topics as legislative histories and the |
|---|
| 29 | 30 | | practices of other states; guided by division director Patty |
|---|
| 30 | 31 | | McLeod, the division furthers the agency's mission by delivering a |
|---|
| 31 | 32 | | variety of other services as well, including statistical research, |
|---|
| 32 | 33 | | mapping, and geographic analysis; and |
|---|
| 33 | 34 | | WHEREAS, The council's administration and staff are |
|---|
| 34 | 35 | | committed to excellence, and through their endeavors in behalf of |
|---|
| 35 | 36 | | the Texas House of Representatives and Senate, they work to benefit |
|---|
| 36 | 37 | | all citizens of the Lone Star State; now, therefore, be it |

| 37 | 38 | | RESOLVED, That the House of Representatives of the 84th Texas |

| 38 | 39 | | Legislature hereby honor Deborah Fulton, Patty McLeod, and the |
|---|
| 39 | 40 | | staff of the legal and research divisions of the Texas Legislative |
|---|
| 40 | 41 | | Council and express appreciation to the council for its services; |

| 42 | 43 | | RESOLVED, That an official copy of this resolution be |
