45 R E S O L U T I O N
56 WHEREAS, The Texas Legislative Council is dedicated to
67 providing professional, nonpartisan support to the Texas
78 Legislature and legislative agencies; and
89 WHEREAS, Created in 1949 to gather information for the
910 legislature and to assist in drafting legislation, the council
1011 today offers a wide range of services, including research,
1112 information technology, publications, and specialized technical
1213 support for redistricting; it also acts as an information resource
1314 for state agencies, the citizens of Texas, and others as time and
1415 resources permit; and
1516 WHEREAS, Over the course of biennial legislative sessions,
1617 the agency's legal division contributes wide-ranging expertise and
1718 many combined years of experience to the lawmaking process,
1819 drafting bills and other legislative documents and providing legal
1920 research and counsel; and
2021 WHEREAS, Under the leadership of division director Deborah
2122 Fulton, the dedicated legal staff put forth a herculean effort
2223 during the first 60 days of the 84th Legislative Session, in advance
2324 of the filing deadline; they completed more than 5,300 bill drafts,
2425 which was an increase in workload of more than 10 percent over the
2526 previous session; and
2627 WHEREAS, The council's research division drafts resolutions
2728 and analyses of legislation, and it responds to requests for
2829 research assistance on such topics as legislative histories and the
2930 practices of other states; guided by division director Patty
3031 McLeod, the division furthers the agency's mission by delivering a
3132 variety of other services as well, including statistical research,
3233 mapping, and geographic analysis; and
3334 WHEREAS, The council's administration and staff are
3435 committed to excellence, and through their endeavors in behalf of
3536 the Texas House of Representatives and Senate, they work to benefit
3637 all citizens of the Lone Star State; now, therefore, be it
3738 RESOLVED, That the House of Representatives of the 84th Texas
3839 Legislature hereby honor Deborah Fulton, Patty McLeod, and the
3940 staff of the legal and research divisions of the Texas Legislative
4041 Council and express appreciation to the council for its services;
4142 and, be it further
4243 RESOLVED, That an official copy of this resolution be
4344 prepared for the council as an expression of high regard by the
4445 Texas House of Representatives.
