55 R E S O L U T I O N
66 WHEREAS, Around the world, incidents of anti-Semitism are
77 increasing, and Israel and its supporters are deeply concerned
88 about the role played by the international Boycott, Divestment, and
99 Sanctions movement as a vehicle for spreading anti-Semitism and
1010 advocating the elimination of the Jewish state; and
1111 WHEREAS, The dramatic increase in BDS campaign activities on
1212 college campuses around the country has resulted in increased
1313 animosity, and it negatively impacts student programming related to
1414 Israel and politics in the Middle East; in Texas, such campaigns are
1515 harmful to the state's relationship with Israel and its Jewish
1616 citizens, and they have a deleterious impact on the learning
1717 environment; and
1818 WHEREAS, Many of the largest academic associations in the
1919 United States have condemned the BDS campaign's call for academic
2020 boycotts; moreover, a host of university presidents and leading
2121 scholars have spoken out against such boycotts as violations of the
2222 bedrock principle of academic freedom; and
2323 WHEREAS, The United States has consistently reaffirmed the
2424 Jewish people's right to self-determination, as well as the right
2525 of Israel to engage in lawful acts of self-defense, and by failing
2626 to recognize those rights, the international BDS movement is
2727 seeking to undermine our nation's endeavors in behalf of peace,
2828 justice, and human rights; now, therefore, be it
2929 RESOLVED, That the House of Representatives of the 84th Texas
3030 Legislature hereby condemn anti-Semitism in all its forms and
3131 express its opposition to the international Boycott, Divestment,
3232 and Sanctions movement; and, be it further
3333 RESOLVED, That the chief clerk forward official copies of
3434 this resolution to the president of the United States, to the
3535 president of the Senate and the speaker of the House of
3636 Representatives of the United States Congress, and to all the
3737 members of the Texas delegation to Congress with the request that
3838 this resolution be entered in the Congressional Record as a
3939 memorial to the Congress of the United States of America.
