| 5 | 6 | | WHEREAS, The rank of Eagle Scout is an achievement shared by |

| 10 | 11 | | important skills in his quest to become an Eagle Scout; he has |

| 11 | 12 | | earned merit badges requiring expertise in such diverse areas as |

| 12 | 13 | | first aid, personal fitness, and environmental science, and he has |

| 13 | 14 | | gained experience in leadership and teamwork while undertaking an |

| 14 | 15 | | Eagle Scout project that has contributed to the betterment of his |

| 16 | 17 | | WHEREAS, Mr. Kays has served his peers as a leader, and in so |

| 19 | 20 | | WHEREAS, In fulfilling the rigorous requirements for |

| 21 | 22 | | demonstrated an unwavering commitment to the Boy Scouts |
