| 5 | 6 | | WHEREAS, For more than a century, the Boy Scouts of America |

| 6 | 7 | | has helped young men build character, become responsible citizens, |

| 7 | 8 | | and develop their abilities in a wide range of pursuits, and those |

| 8 | 9 | | scouts who advance through the program to its highest rank are |
|---|
| 9 | 10 | | rewarded with the Eagle Scout insignia; and |
|---|
| 10 | 11 | | WHEREAS, Only about six percent of all Boy Scouts earn the |
|---|
| 11 | 12 | | title of Eagle Scout, and Jackson Thomas Kays of McKinney may now |

| 12 | 13 | | count himself in that select group; in order to obtain this notable |
|---|
| 13 | 14 | | honor, specific requirements in the areas of leadership, service, |
|---|
| 14 | 15 | | and outdoor skills must be met; Eagle Scouts need to earn at least |
|---|
| 15 | 16 | | 21 merit badges, including those in first aid, camping, personal |
|---|
| 16 | 17 | | fitness, environmental science, and citizenship; an Eagle Scout |
|---|
| 17 | 18 | | must also serve as a leader both in his troop and in the completion |
|---|
| 18 | 19 | | of a project that is beneficial to a school, religious institution, |
|---|
| 19 | 20 | | or community; and |
|---|
| 20 | 21 | | WHEREAS, Many Eagle Scouts go on to further distinguish |

| 21 | 22 | | themselves in such fields as business, science, politics, and the |
|---|
| 22 | 23 | | arts; among those accomplished individuals who have achieved Eagle |

| 23 | 24 | | Scout status are astronaut Neil Armstrong, President Gerald Ford, |

| 24 | 25 | | jazz musician Wynton Marsalis, film director Steven Spielberg, and |

| 25 | 26 | | entrepreneur Sam Walton; and |
|---|
| 26 | 27 | | WHEREAS, The Eagle Scout program fosters self-reliance, |

| 27 | 28 | | initiative, and resourcefulness, and those same qualities that |

| 28 | 29 | | enable a scout to attain this prestigious rank will be invaluable |

| 29 | 30 | | assets to him on the road ahead; now, therefore, be it |

| 30 | 31 | | RESOLVED, That the House of Representatives of the 84th Texas |

| 31 | 32 | | Legislature hereby commend Eagle Scout Jackson Thomas Kays on his |

| 32 | 33 | | outstanding achievement and extend to him sincere best wishes for |
