| 9 | 10 | | WHEREAS, These unique accolades recognize exceptional |

| 10 | 11 | | journalism that defends the freedom of the press as guaranteed by |

| 11 | 12 | | the First Amendment to the U.S. Constitution, supports the public's |

| 12 | 13 | | right to know, and champions the powerless and disadvantaged; and |

| 13 | 14 | | WHEREAS, Competing in the category for newspapers with a |

| 14 | 15 | | circulation of less than 50,000, Mr. Ramirez won an Opening the |

| 15 | 16 | | Books Award for his story titled "When Wells Run Dry," published in |

| 16 | 17 | | the Caller-Times; furthermore, his story "Port Growth" was a |
