45 R E S O L U T I O N
56 WHEREAS, The Honorable George Carol Hanks Jr. received his
67 judicial commission on April 22, 2015, to serve as a United States
78 district judge of the U.S. District Court, Southern District of
89 Texas; and
910 WHEREAS, Nominated for the post by President Barack Obama,
1011 Judge Hanks was confirmed by the U.S. Senate by a unanimous vote on
1112 April 20; and
1213 WHEREAS, Judge Hanks is a native of Breaux Bridge, Louisiana,
1314 and graduated with his bachelor's degree, summa cum laude, from
1415 Louisiana State University in 1986; he went on to attain his juris
1516 doctorate from Harvard Law School in 1989 and recently furthered
1617 his education with his receipt of a master of laws degree in 2014
1718 from the Duke University School of Law; and
1819 WHEREAS, After beginning his career as a law clerk under the
1920 Honorable Sim Lake of the U.S. District Court, Southern District of
2021 Texas, George Hanks served as an associate at the law firm of
2122 Fulbright & Jaworski from 1991 to 1996 and as a shareholder at
2223 Wickliff & Hall, PC, from 1996 to 2000; from 2001 to 2002, he served
2324 as district judge for the 157th Civil District Court of Texas, and
2425 from 2003 to 2010, he served as a justice on the First Court of
2526 Appeals of Texas; in September 2010, he became a U.S. magistrate
2627 judge in the Southern District; and
2728 WHEREAS, A member of the American Law Institute, Judge Hanks
2829 has worked as an adjunct professor at the University of Houston Law
2930 Center and as a faculty member of the National Judicial College and
3031 National Institute for Trial Advocacy; in addition, he has authored
3132 legal publications and lectured at continuing education seminars
3233 around the country; he has served on the State Bar Committee on
3334 Pattern Jury Charges and on the Texas Judicial Panel for
3435 Multi-District Litigation, as well as on the board of directors of
3536 the Judicial Section of the State Bar of Texas; and
3637 WHEREAS, This prominent jurist is admitted to the Texas and
3738 District of Columbia bars, and he holds memberships in the College
3839 of the State Bar of Texas, the Houston Lawyers Association, and
3940 numerous bar associations; moreover, he is a former special
4041 disciplinary counsel for the Texas State Bar Commission for Lawyer
4142 Discipline as well as a former chair and member of the District 4F
4243 State Bar Grievance Committee in Houston; he has also volunteered
4344 his time with a range of community organizations that include the
4445 American Red Cross and Big Brothers Big Sisters of Houston; and
4546 WHEREAS, Throughout his career, Judge Hanks has demonstrated
4647 an unwavering commitment to the highest standards of public
4748 service, and he may indeed reflect with pride on his achievements as
4849 he takes on his challenging new role; now, therefore, be it
4950 RESOLVED, That the House of Representatives of the 84th Texas
5051 Legislature hereby congratulate the Honorable George Carol Hanks
5152 Jr. on his appointment as a U.S. district judge for the Southern
5253 District of Texas and extend to him sincere best wishes for a
5354 productive and rewarding tenure; and, be it further
5455 RESOLVED, That an official copy of this resolution be
5556 prepared for Judge Hanks as an expression of high regard by the
5657 Texas House of Representatives.
