5 | 6 | | WHEREAS, The Honorable George Carol Hanks Jr. received his |

6 | 7 | | judicial commission on April 22, 2015, to serve as a United States |

7 | 8 | | district judge of the U.S. District Court, Southern District of |

8 | 9 | | Texas; and |
---|
9 | 10 | | WHEREAS, Nominated for the post by President Barack Obama, |

10 | 11 | | Judge Hanks was confirmed by the U.S. Senate by a unanimous vote on |
---|
11 | 12 | | April 20; and |
---|
12 | 13 | | WHEREAS, Judge Hanks is a native of Breaux Bridge, Louisiana, |
---|
13 | 14 | | and graduated with his bachelor's degree, summa cum laude, from |
---|
14 | 15 | | Louisiana State University in 1986; he went on to attain his juris |
---|
15 | 16 | | doctorate from Harvard Law School in 1989 and recently furthered |
---|
16 | 17 | | his education with his receipt of a master of laws degree in 2014 |
---|
17 | 18 | | from the Duke University School of Law; and |
---|
18 | 19 | | WHEREAS, After beginning his career as a law clerk under the |
---|
19 | 20 | | Honorable Sim Lake of the U.S. District Court, Southern District of |
---|
20 | 21 | | Texas, George Hanks served as an associate at the law firm of |
---|
21 | 22 | | Fulbright & Jaworski from 1991 to 1996 and as a shareholder at |

22 | 23 | | Wickliff & Hall, PC, from 1996 to 2000; from 2001 to 2002, he served |
---|
23 | 24 | | as district judge for the 157th Civil District Court of Texas, and |
---|
24 | 25 | | from 2003 to 2010, he served as a justice on the First Court of |
---|
25 | 26 | | Appeals of Texas; in September 2010, he became a U.S. magistrate |
---|
26 | 27 | | judge in the Southern District; and |
---|
27 | 28 | | WHEREAS, A member of the American Law Institute, Judge Hanks |
---|
28 | 29 | | has worked as an adjunct professor at the University of Houston Law |
---|
29 | 30 | | Center and as a faculty member of the National Judicial College and |
---|
30 | 31 | | National Institute for Trial Advocacy; in addition, he has authored |
---|
31 | 32 | | legal publications and lectured at continuing education seminars |
---|
32 | 33 | | around the country; he has served on the State Bar Committee on |
---|
33 | 34 | | Pattern Jury Charges and on the Texas Judicial Panel for |
---|
34 | 35 | | Multi-District Litigation, as well as on the board of directors of |
---|
35 | 36 | | the Judicial Section of the State Bar of Texas; and |

36 | 37 | | WHEREAS, This prominent jurist is admitted to the Texas and |
---|
37 | 38 | | District of Columbia bars, and he holds memberships in the College |
---|
38 | 39 | | of the State Bar of Texas, the Houston Lawyers Association, and |
---|
39 | 40 | | numerous bar associations; moreover, he is a former special |
---|
40 | 41 | | disciplinary counsel for the Texas State Bar Commission for Lawyer |
---|
41 | 42 | | Discipline as well as a former chair and member of the District 4F |
---|
42 | 43 | | State Bar Grievance Committee in Houston; he has also volunteered |

43 | 44 | | his time with a range of community organizations that include the |
---|
44 | 45 | | American Red Cross and Big Brothers Big Sisters of Houston; and |

45 | 46 | | WHEREAS, Throughout his career, Judge Hanks has demonstrated |

46 | 47 | | an unwavering commitment to the highest standards of public |

47 | 48 | | service, and he may indeed reflect with pride on his achievements as |

48 | 49 | | he takes on his challenging new role; now, therefore, be it |

49 | 50 | | RESOLVED, That the House of Representatives of the 84th Texas |

50 | 51 | | Legislature hereby congratulate the Honorable George Carol Hanks |

51 | 52 | | Jr. on his appointment as a U.S. district judge for the Southern |

52 | 53 | | District of Texas and extend to him sincere best wishes for a |
