| 5 | 6 | | WHEREAS, The Reverend Mark Anthony Proctor of Cedar Hill has |

| 7 | 8 | | Paul Quinn College; and |
|---|
| 8 | 9 | | WHEREAS, In 2002, Reverend Proctor completed his bachelor's |

| 9 | 10 | | degree in organizational management at Paul Quinn College; he also |
|---|
| 10 | 11 | | holds a diploma in biblical studies from Tyndale Theological |
|---|
| 11 | 12 | | Seminary and a master's degree in Christian education from |
|---|
| 12 | 13 | | Andersonville Theological Seminary in Georgia; an ordained Baptist |
|---|
| 13 | 14 | | minister, he serves as the senior pastor of Greater Oak Grove |

| 14 | 15 | | Missionary Baptist Church in Marshall; he is employed as the chief |
|---|
| 15 | 16 | | real estate specialist for the City of Dallas; and |

| 16 | 17 | | WHEREAS, Reverend Proctor is a life member of the Paul Quinn |

| 17 | 18 | | College National Alumni Association, and he has served the |

| 18 | 19 | | organization as vice president and national treasurer; he has also |
|---|
| 19 | 20 | | served three terms as president of the group's Dallas chapter; and |
|---|
| 20 | 21 | | WHEREAS, Highly engaged in civic affairs, Reverend Proctor |

| 21 | 22 | | has shared his time and talents with many organizations, among them |

| 22 | 23 | | Dallas Men Against Abuse, Habitat for Humanity, the Marshall Mobile |

| 23 | 24 | | Food Pantry, the African American Museum--Dallas, and the Black |

| 24 | 25 | | Academy of Arts and Letters; moreover, he has been named |

| 25 | 26 | | Outstanding Club Member by the Cotillion Idlewild Club--Dallas and |

| 26 | 27 | | Outstanding Young Alumnus by the United Negro College Fund's |

| 27 | 28 | | National Alumni Council, and he received the City of Dallas WOW |

| 28 | 29 | | Award; and |

| 29 | 30 | | WHEREAS, Reverend Proctor has brought great credit to his |

| 30 | 31 | | alma mater through his professional accomplishments and |

| 31 | 32 | | contributions to the community, and he is indeed deserving of |
