45 R E S O L U T I O N
56 WHEREAS, The Honorable Juan M. Garcia III is stepping down
67 from his post as U.S. assistant secretary of the navy in May 2015,
78 and this is a fitting opportunity to commend him for his long and
89 honorable record of service to his nation; and
910 WHEREAS, Since his confirmation by the U.S. Senate in
1011 September 2009, Mr. Garcia has overseen the office responsible for
1112 the recruitment, development, and retention of navy and Marine
1213 Corps personnel; he has also devised human resources policies and
1314 programs, advised senior navy leaders on the implications of policy
1415 decisions affecting personnel, and evaluated and analyzed the
1516 impact of policy and the delivery of programs; and
1617 WHEREAS, After graduating with honors from the University of
1718 California in Los Angeles in 1988, Juan Garcia went on to earn a law
1819 degree and a master's degree in public policy from Harvard
1920 University; he subsequently joined the U.S. Navy and received his
2021 "Wings of Gold" at Naval Air Station Corpus Christi; while on active
2122 duty, he participated in Operation Desert Thunder in the Persian
2223 Gulf and Operation Allied Force in Kosovo and served as a top aide
2324 in London to the deputy commander in chief of U.S. naval forces in
2425 Europe; he later served as an instructor pilot in the Navy Reserve
2526 at NAS Corpus Christi, and he continues to serve as a reservist; and
2627 WHEREAS, Mr. Garcia's numerous military awards include the
2728 Joint Services Commendation Medal, the Navy and Marine Corps
2829 Commendation Medal, and the Navy and Marine Corps Achievement
2930 Medal; and
3031 WHEREAS, This esteemed gentleman previously gained
3132 experience at the federal level when he was appointed as a 1999
3233 White House Fellow and assigned to serve as a special assistant to
3334 the U.S. secretary of education; from 2007 to 2009, he held public
3435 office at the state level as a member of the Texas House of
3536 Representatives; he has also practiced law with the firm of
3637 Hartline, Dacus, Barger, Dreyer & Kern, and he is a member of the
3738 Council on Foreign Relations; and
3839 WHEREAS, Mr. Garcia is married to the former Denise Giraldez,
3940 and the couple are the parents of four children, Jack, Luke,
4041 Calista, and Alex; and
4142 WHEREAS, Juan Garcia's able leadership and deep commitment to
4243 advancing the mission of the U.S. Navy have greatly benefited his
4344 fellow Americans, and he may indeed reflect with pride on his
4445 outstanding record of service to this country; now, therefore, be
4546 it
4647 RESOLVED, That the House of Representatives of the 84th Texas
4748 Legislature hereby commend the Honorable Juan M. Garcia III for his
4849 service as U.S. assistant secretary of the navy and extend to him
4950 sincere best wishes for continued success in all his endeavors;
5051 and, be it further
5152 RESOLVED, That an official copy of this resolution be
5253 prepared for Mr. Garcia as an expression of high regard by the Texas
5354 House of Representatives.
