5 | 6 | | WHEREAS, The Honorable Juan M. Garcia III is stepping down |

6 | 7 | | from his post as U.S. assistant secretary of the navy in May 2015, |
---|
7 | 8 | | and this is a fitting opportunity to commend him for his long and |
---|
8 | 9 | | honorable record of service to his nation; and |
---|
9 | 10 | | WHEREAS, Since his confirmation by the U.S. Senate in |
---|
10 | 11 | | September 2009, Mr. Garcia has overseen the office responsible for |
---|
11 | 12 | | the recruitment, development, and retention of navy and Marine |
---|
12 | 13 | | Corps personnel; he has also devised human resources policies and |
---|
13 | 14 | | programs, advised senior navy leaders on the implications of policy |
---|
14 | 15 | | decisions affecting personnel, and evaluated and analyzed the |
---|
15 | 16 | | impact of policy and the delivery of programs; and |
---|
16 | 17 | | WHEREAS, After graduating with honors from the University of |
---|
17 | 18 | | California in Los Angeles in 1988, Juan Garcia went on to earn a law |
---|
18 | 19 | | degree and a master's degree in public policy from Harvard |
---|
19 | 20 | | University; he subsequently joined the U.S. Navy and received his |
---|
20 | 21 | | "Wings of Gold" at Naval Air Station Corpus Christi; while on active |
---|
21 | 22 | | duty, he participated in Operation Desert Thunder in the Persian |
---|
22 | 23 | | Gulf and Operation Allied Force in Kosovo and served as a top aide |
---|
23 | 24 | | in London to the deputy commander in chief of U.S. naval forces in |
---|
24 | 25 | | Europe; he later served as an instructor pilot in the Navy Reserve |
---|
25 | 26 | | at NAS Corpus Christi, and he continues to serve as a reservist; and |
---|
26 | 27 | | WHEREAS, Mr. Garcia's numerous military awards include the |
---|
27 | 28 | | Joint Services Commendation Medal, the Navy and Marine Corps |
---|
28 | 29 | | Commendation Medal, and the Navy and Marine Corps Achievement |

29 | 30 | | Medal; and |
---|
30 | 31 | | WHEREAS, This esteemed gentleman previously gained |
---|
31 | 32 | | experience at the federal level when he was appointed as a 1999 |

32 | 33 | | White House Fellow and assigned to serve as a special assistant to |

33 | 34 | | the U.S. secretary of education; from 2007 to 2009, he held public |
---|
34 | 35 | | office at the state level as a member of the Texas House of |
---|
35 | 36 | | Representatives; he has also practiced law with the firm of |
---|
36 | 37 | | Hartline, Dacus, Barger, Dreyer & Kern, and he is a member of the |
---|
37 | 38 | | Council on Foreign Relations; and |
---|
38 | 39 | | WHEREAS, Mr. Garcia is married to the former Denise Giraldez, |
---|
39 | 40 | | and the couple are the parents of four children, Jack, Luke, |
---|
40 | 41 | | Calista, and Alex; and |
---|
41 | 42 | | WHEREAS, Juan Garcia's able leadership and deep commitment to |
---|
42 | 43 | | advancing the mission of the U.S. Navy have greatly benefited his |
---|
43 | 44 | | fellow Americans, and he may indeed reflect with pride on his |
---|
44 | 45 | | outstanding record of service to this country; now, therefore, be |

46 | 47 | | RESOLVED, That the House of Representatives of the 84th Texas |

47 | 48 | | Legislature hereby commend the Honorable Juan M. Garcia III for his |

49 | 50 | | sincere best wishes for continued success in all his endeavors; |
