45 R E S O L U T I O N
56 WHEREAS, The untimely passing of admired civic leader Janine
67 Foster Woody of Dallas on April 28, 2015, has brought a tremendous
78 loss to her family, to her friends, and to the residents of her
89 community; and
910 WHEREAS, The daughter of Paul and Julie Foster, the former
1011 Janine Foster began her higher education at Northwestern University
1112 in Evanston, Illinois, where she earned a bachelor's degree in
1213 history and English; after attending law school at both Texas Tech
1314 University and Texas Wesleyan University, she continued her
1415 studies, completing a master of library and information science
1516 degree from the University of North Texas; and
1617 WHEREAS, Jan Woody gave generously of her time and expertise
1718 to supporting public education in Dallas County; elected to the
1819 Board of Dallas County Schools in 2005, she was also named chair of
1920 the organization's Technology Committee, in which capacity she
2021 helped to improve the level of technological service available to
2122 local school districts; she was further elected to serve as a
2223 representative to the North Texas Council of Governments and to the
2324 Texas Association of School Boards Legislative Advisory Committee;
2425 a certified teacher, she taught secondary school for several years
2526 and shared her insights on the education committees of area
2627 chambers of commerce; and
2728 WHEREAS, Active in local politics from 1994 onward, Ms. Woody
2829 served as a precinct chair for more than two decades and made it a
2930 point to walk her precinct before every primary and general
3031 election; for 10 years, she benefited the Dallas County Republican
3132 Party as headquarters chair, during which time she played a part in
3233 the founding of a number of Republican Clubs; she was also a member
3334 of the Texas Federation of Republican Women and a former president
3435 of the Richardson Republican Women; and
3536 WHEREAS, Ms. Woody's interest in public safety led her to
3637 organize a Town Hall on Crime and Drugs in Farmers Branch in 1990,
3738 and she spent 13 years working with teens as a suicide hotline
3839 volunteer and counselor; she was a longtime sponsor of the Farmers
3940 Branch Adopt-a-Park and helped to organize the Garland Asian
4041 American Festival, and she earned a number of well-deserved awards
4142 for her efforts over the course of her lifetime; in her leisure, she
4243 was a talented flute and piano player who pursued her passion for
4344 music as a member of the Richardson Community Band; and
4445 WHEREAS, Sustained by her deep religious faith, this devoted
4546 woman volunteered extensively with Christ United Methodist Church
4647 as a teacher and certified lay speaker; she was guided by a strong
4748 sense of ethics in all her endeavors and fought courageously in
4849 behalf of the causes in which she believed, making countless
4950 friends along her life's journey; and
5051 WHEREAS, While the death of Jan Woody has greatly saddened
5152 all those who were privileged to know her, she leaves behind a
5253 remarkable record of civic engagement and achievement that the
5354 passage of time will never diminish; now, therefore, be it
5455 RESOLVED, That the House of Representatives of the 84th Texas
5556 Legislature hereby pay tribute to the memory of Janine Foster Woody
5657 and extend sincere condolences to the members of her family: to her
5758 husband, Bruce Woody; to her mother, Julie Foster; to her brother,
5859 Paul Foster Jr.; to her nephews, Paul Foster III and Scott Foster;
5960 and to her other relatives and friends; and, be it further
6061 RESOLVED, That an official copy of this resolution be
6162 prepared for her family and that when the Texas House of
6263 Representatives adjourns this day, it do so in memory of Janine
6364 Woody.
