5 | 6 | | WHEREAS, The untimely passing of admired civic leader Janine |

6 | 7 | | Foster Woody of Dallas on April 28, 2015, has brought a tremendous |

7 | 8 | | loss to her family, to her friends, and to the residents of her |
---|
8 | 9 | | community; and |
---|
9 | 10 | | WHEREAS, The daughter of Paul and Julie Foster, the former |
---|
10 | 11 | | Janine Foster began her higher education at Northwestern University |
---|
11 | 12 | | in Evanston, Illinois, where she earned a bachelor's degree in |
---|
12 | 13 | | history and English; after attending law school at both Texas Tech |
---|
13 | 14 | | University and Texas Wesleyan University, she continued her |
---|
14 | 15 | | studies, completing a master of library and information science |
---|
15 | 16 | | degree from the University of North Texas; and |
---|
16 | 17 | | WHEREAS, Jan Woody gave generously of her time and expertise |
---|
17 | 18 | | to supporting public education in Dallas County; elected to the |
---|
18 | 19 | | Board of Dallas County Schools in 2005, she was also named chair of |
---|
19 | 20 | | the organization's Technology Committee, in which capacity she |
---|
20 | 21 | | helped to improve the level of technological service available to |
---|
21 | 22 | | local school districts; she was further elected to serve as a |
---|
22 | 23 | | representative to the North Texas Council of Governments and to the |
---|
23 | 24 | | Texas Association of School Boards Legislative Advisory Committee; |
---|
24 | 25 | | a certified teacher, she taught secondary school for several years |
---|
25 | 26 | | and shared her insights on the education committees of area |
---|
26 | 27 | | chambers of commerce; and |
---|
27 | 28 | | WHEREAS, Active in local politics from 1994 onward, Ms. Woody |
---|
28 | 29 | | served as a precinct chair for more than two decades and made it a |
---|
29 | 30 | | point to walk her precinct before every primary and general |
---|
30 | 31 | | election; for 10 years, she benefited the Dallas County Republican |
---|
31 | 32 | | Party as headquarters chair, during which time she played a part in |
---|
32 | 33 | | the founding of a number of Republican Clubs; she was also a member |
---|
33 | 34 | | of the Texas Federation of Republican Women and a former president |
---|
34 | 35 | | of the Richardson Republican Women; and |
---|
35 | 36 | | WHEREAS, Ms. Woody's interest in public safety led her to |
---|
36 | 37 | | organize a Town Hall on Crime and Drugs in Farmers Branch in 1990, |
---|
37 | 38 | | and she spent 13 years working with teens as a suicide hotline |
---|
38 | 39 | | volunteer and counselor; she was a longtime sponsor of the Farmers |
---|
39 | 40 | | Branch Adopt-a-Park and helped to organize the Garland Asian |
---|
40 | 41 | | American Festival, and she earned a number of well-deserved awards |
---|
41 | 42 | | for her efforts over the course of her lifetime; in her leisure, she |
---|
42 | 43 | | was a talented flute and piano player who pursued her passion for |
---|
43 | 44 | | music as a member of the Richardson Community Band; and |
---|
44 | 45 | | WHEREAS, Sustained by her deep religious faith, this devoted |
---|
45 | 46 | | woman volunteered extensively with Christ United Methodist Church |
---|
46 | 47 | | as a teacher and certified lay speaker; she was guided by a strong |
---|
47 | 48 | | sense of ethics in all her endeavors and fought courageously in |
---|
48 | 49 | | behalf of the causes in which she believed, making countless |
---|
49 | 50 | | friends along her life's journey; and |
---|
50 | 51 | | WHEREAS, While the death of Jan Woody has greatly saddened |
---|
51 | 52 | | all those who were privileged to know her, she leaves behind a |
---|
52 | 53 | | remarkable record of civic engagement and achievement that the |
---|
53 | 54 | | passage of time will never diminish; now, therefore, be it |
---|
54 | 55 | | RESOLVED, That the House of Representatives of the 84th Texas |
---|
55 | 56 | | Legislature hereby pay tribute to the memory of Janine Foster Woody |
---|
56 | 57 | | and extend sincere condolences to the members of her family: to her |
---|
57 | 58 | | husband, Bruce Woody; to her mother, Julie Foster; to her brother, |
---|
58 | 59 | | Paul Foster Jr.; to her nephews, Paul Foster III and Scott Foster; |

59 | 60 | | and to her other relatives and friends; and, be it further |

60 | 61 | | RESOLVED, That an official copy of this resolution be |
