| 10 | 11 | | WHEREAS, This prestigious accolade is presented to young men |

| 11 | 12 | | and women training to enter the U.S. Navy, Marine Corps, Coast |

| 12 | 13 | | Guard, and Flag Merchant Marine who best exemplify President |

| 13 | 14 | | Theodore Roosevelt's values of energy, spirit, competition, and |

| 14 | 15 | | fair play; the award is authorized by the Navy League of the United |
