| 8 | 9 | | WHEREAS, An educational and charitable corporation, |
|---|
| 9 | 10 | | Leadership Southeast Texas serves Chambers, Hardin, Jasper, |

| 10 | 11 | | Jefferson, Liberty, Newton, Orange, and Tyler Counties, along with |

| 11 | 12 | | the Bolivar Peninsula of Galveston County; it was founded in 1992 to |
|---|
| 12 | 13 | | identify and motivate leaders in the region and to provide |
|---|
| 13 | 14 | | opportunities for leadership development and networking among |
|---|
| 14 | 15 | | decision makers and stakeholders while contributing to economic |
|---|
| 15 | 16 | | advancement; and |
|---|
| 16 | 17 | | WHEREAS, This exemplary program has an impressive business |

| 17 | 18 | | member network of more than 1,100 graduate members who currently |
|---|
| 18 | 19 | | reside and work around Texas and the world; through nearly 550 |

| 19 | 20 | | business affiliations, they continue to serve as ambassadors for |

| 20 | 21 | | Southeast Texas and the entire Lone Star State; and |
|---|
| 21 | 22 | | WHEREAS, Leadership Southeast Texas identifies and studies |

| 22 | 23 | | issues of significance to area business development, and it |
|---|
| 23 | 24 | | encourages innovative approaches to these issues; moreover, it |
|---|
| 24 | 25 | | promotes professional interaction and communication with state |
|---|
| 25 | 26 | | leaders; and |

| 26 | 27 | | WHEREAS, In today's globalized society, communities are |

| 27 | 28 | | increasingly affected by national and international economic |
|---|
| 28 | 29 | | forces; local communities are often on the front lines of change, |
|---|
| 29 | 30 | | and input is especially valuable to establish the foundations for |
|---|
| 30 | 31 | | future progress; however, events and needs are often greater than |
|---|
| 31 | 32 | | one city or county can address alone, and the leadership group |
|---|
| 32 | 33 | | fosters a regional and statewide perspective; such an approach is |
|---|
| 33 | 34 | | particularly vital in Southeast Texas, where natural and energy |
|---|
| 34 | 35 | | resources play major roles in the national and global economies, |
|---|
| 35 | 36 | | and where the impact from Hurricanes Rita, Humberto, and Ike |

|---|
| 37 | 38 | | WHEREAS, The future of the region will be determined by its |

| 38 | 39 | | young people, and in 2011, the organization launched the Youth |
|---|
| 39 | 40 | | Leadership Southeast Texas program to provide sustainable |

| 40 | 41 | | development of leadership skills and civic engagement in diverse |
|---|
| 41 | 42 | | student populations; day-long conferences sharpen skills and allow |

| 42 | 43 | | participants to choose community projects to implement in their |
|---|
| 43 | 44 | | hometowns; today, the youth program counts 400 graduates from 10 |

| 45 | 46 | | WHEREAS, Representing 115 businesses, organizations, and |

| 46 | 47 | | governmental entities, the members of Leadership Southeast Texas |
|---|
| 47 | 48 | | are champions of regional prosperity, and it is indeed fitting to |

| 48 | 49 | | recognize their substantial contributions to this state; now, |
