| 14 | 15 | | business leader in the North Texas area, he is the cofounder and |

| 16 | 17 | | fellow citizens as Dallas city manager from 1986 to 1990, |

|---|
| 18 | 19 | | infrastructure improvements during his tenure; and |

| 19 | 20 | | WHEREAS, This esteemed Texan has further contributed to his |

|---|
| 21 | 22 | | Regents and as a board member for the Dallas Citizens Council, the |

| 22 | 23 | | Boy Scouts of America, and the Dallas-Fort Worth Minority Business |

| 24 | 25 | | Texas Public Broadcasting, the Children's Medical Center of Dallas, |
