5 | 6 | | WHEREAS, Christopher R. Traylor of Austin is retiring as |

6 | 7 | | deputy executive commissioner of the Texas Health and Human |

7 | 8 | | Services Commission on May 31, 2015, concluding a career in public |
---|
8 | 9 | | service that has spanned 25 years; and |
---|
9 | 10 | | WHEREAS, Appointed to his post by Governor Rick Perry in |
---|
10 | 11 | | 2012, Chris Traylor is known for his expertise in the mechanics of |
---|
11 | 12 | | the state's health and human services delivery system; from |
---|
12 | 13 | | 2010-2012, he was commissioner for the Texas Department of Aging |
---|
13 | 14 | | and Disability Services, and he directed the implementation of |
---|
14 | 15 | | broad reforms to improve state-supported living centers for people |
---|
15 | 16 | | with profound developmental disabilities; and |
---|
16 | 17 | | WHEREAS, Mr. Traylor served the Health and Human Services |
---|
17 | 18 | | Commission from 2006 to 2009 as associate commissioner for Medicaid |
---|
18 | 19 | | and the Children's Health Insurance Program; he guided the |
---|
19 | 20 | | development of health passports for children in foster care, and |
---|
20 | 21 | | the STAR Health program gained national recognition for enhancing |
---|
21 | 22 | | coordination of services; moreover, he helped integrate acute and |
---|
22 | 23 | | long-term care services for the elderly and individuals with |
---|
23 | 24 | | disabilities, thereby reducing the wait for access to assistance; |
---|

---|
25 | 26 | | WHEREAS, In 2004, Mr. Traylor joined the commission as |
---|
26 | 27 | | director of the Central Program Management Office, and he served as |
---|
27 | 28 | | chief of staff; he brought to the organization a wealth of |
---|
28 | 29 | | experience gained in numerous leadership roles at the Department of |
---|
29 | 30 | | Human Services, including deputy commissioner for government |
---|
30 | 31 | | relations, regional administrator, and public information officer; |
---|
31 | 32 | | and |
---|
32 | 33 | | WHEREAS, Mr. Traylor entered public service in Washington, |
---|
33 | 34 | | D.C., as a legislative staffer for United States Senator Phil Gramm |
---|
34 | 35 | | and then for U.S. Representative Beau Boulter; he later served his |
---|
35 | 36 | | fellow Texans as legislative director for State Senator Drew Nixon |
---|
36 | 37 | | and as chief of staff for State Representative Harvey Hilderbran; a |
---|
37 | 38 | | graduate of Texas Tech University, Mr. Traylor holds a bachelor's |
---|
38 | 39 | | degree in telecommunications; and |
---|
39 | 40 | | WHEREAS, Throughout his tenure in state government, Chris |
---|
40 | 41 | | Traylor has demonstrated a strong commitment to the vital mission |
---|
41 | 42 | | of the Texas health and human services system, and he may indeed |
---|
42 | 43 | | take pride in his contributions; now, therefore, be it |
---|
43 | 44 | | RESOLVED, That the House of Representatives of the 84th Texas |
---|
44 | 45 | | Legislature hereby honor Chris Traylor on the occasion of his |
---|
45 | 46 | | retirement from the Texas Health and Human Services Commission and |
---|
46 | 47 | | extend to him sincere best wishes for the future; and, be it further |

47 | 48 | | RESOLVED, That an official copy of this resolution be |
