45 R E S O L U T I O N
56 WHEREAS, Christopher R. Traylor of Austin is retiring as
67 deputy executive commissioner of the Texas Health and Human
78 Services Commission on May 31, 2015, concluding a career in public
89 service that has spanned 25 years; and
910 WHEREAS, Appointed to his post by Governor Rick Perry in
1011 2012, Chris Traylor is known for his expertise in the mechanics of
1112 the state's health and human services delivery system; from
1213 2010-2012, he was commissioner for the Texas Department of Aging
1314 and Disability Services, and he directed the implementation of
1415 broad reforms to improve state-supported living centers for people
1516 with profound developmental disabilities; and
1617 WHEREAS, Mr. Traylor served the Health and Human Services
1718 Commission from 2006 to 2009 as associate commissioner for Medicaid
1819 and the Children's Health Insurance Program; he guided the
1920 development of health passports for children in foster care, and
2021 the STAR Health program gained national recognition for enhancing
2122 coordination of services; moreover, he helped integrate acute and
2223 long-term care services for the elderly and individuals with
2324 disabilities, thereby reducing the wait for access to assistance;
2425 and
2526 WHEREAS, In 2004, Mr. Traylor joined the commission as
2627 director of the Central Program Management Office, and he served as
2728 chief of staff; he brought to the organization a wealth of
2829 experience gained in numerous leadership roles at the Department of
2930 Human Services, including deputy commissioner for government
3031 relations, regional administrator, and public information officer;
3132 and
3233 WHEREAS, Mr. Traylor entered public service in Washington,
3334 D.C., as a legislative staffer for United States Senator Phil Gramm
3435 and then for U.S. Representative Beau Boulter; he later served his
3536 fellow Texans as legislative director for State Senator Drew Nixon
3637 and as chief of staff for State Representative Harvey Hilderbran; a
3738 graduate of Texas Tech University, Mr. Traylor holds a bachelor's
3839 degree in telecommunications; and
3940 WHEREAS, Throughout his tenure in state government, Chris
4041 Traylor has demonstrated a strong commitment to the vital mission
4142 of the Texas health and human services system, and he may indeed
4243 take pride in his contributions; now, therefore, be it
4344 RESOLVED, That the House of Representatives of the 84th Texas
4445 Legislature hereby honor Chris Traylor on the occasion of his
4546 retirement from the Texas Health and Human Services Commission and
4647 extend to him sincere best wishes for the future; and, be it further
4748 RESOLVED, That an official copy of this resolution be
4849 prepared for Mr. Traylor as an expression of high regard by the
4950 Texas House of Representatives.
