No. 298 R E S O L U T I O N WHEREAS, Frank Brogan is retiring as the managing director of the Port of Corpus Christi on February 2, 2015, drawing to a close an outstanding career that has spanned more than four decades; and WHEREAS, A native of San Antonio, Mr. Brogan earned a bachelor's degree with honors in civil engineering from The University of Texas and a master's degree in engineering from Texas A&M University-Kingsville; he moved to Corpus Christi in 1974 and embarked on a career as a consulting engineer, working with a number of Gulf Coast port authorities on the design of industrial and marine facilities; he was also the president of Maverick Engineering, where he oversaw 90 employees and three offices; and WHEREAS, Mr. Brogan joined the Port of Corpus Christi as deputy director of engineering services in 1987, and two years later, he was promoted to director of engineering services; in 2008, he became the deputy port director of engineering, finance, and administration, and he has held the position of managing director since November 2012; and WHEREAS, Serving the port authority first as a consultant and then as an employee, Mr. Brogan has seen the port grow from handling 60 million tons of cargo annually in the late 1980s to a projected 102 million tons in 2015; he has helped develop the $130 million Mary Rhodes Water Pipeline and the Joe Fulton International Trade Corridor, and he led the effort to sell the former Naval Station Ingleside to Occidental Petroleum for $82 million; moreover, he has played a key role in securing some $32 billion in new investment in the past year and a half; and WHEREAS, Mr. Brogan has served as president of the Corpus Christi branch of the American Society of Civil Engineers, and in 2003, he was among the first 50 individuals in the nation to receive the designation of professional port manager from the American Association of Port Authorities; and WHEREAS, Despite his busy professional life, Mr. Brogan has also found time to give back to his community as president of the Kiwanis Club and as a member of the board of the Flour Bluff Independent School District; in all his endeavors, he has enjoyed the love and support of his wife, Deedie, and his daughter, Sarah; and WHEREAS, Frank Brogan's dedication, professionalism, and commitment to excellence have greatly benefited the people of Corpus Christi and earned him the respect and admiration of his peers, and he may indeed reflect with pride on a career well spent; now, therefore, be it RESOLVED, That the House of Representatives of the 84th Texas Legislature hereby congratulate Frank Brogan on his retirement as managing director of the Port of Corpus Christi and extend to him sincere best wishes for continued happiness; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Brogan as an expression of high esteem by the Texas House of Representatives.
