5 | 6 | | WHEREAS, Frank Brogan is retiring as the managing director of |

6 | 7 | | the Port of Corpus Christi on February 2, 2015, drawing to a close |

7 | 8 | | an outstanding career that has spanned more than four decades; and |
---|
8 | 9 | | WHEREAS, A native of San Antonio, Mr. Brogan earned a |
---|
9 | 10 | | bachelor's degree with honors in civil engineering from The |
---|
10 | 11 | | University of Texas and a master's degree in engineering from Texas |
---|
11 | 12 | | A&M University-Kingsville; he moved to Corpus Christi in 1974 and |
---|
12 | 13 | | embarked on a career as a consulting engineer, working with a number |
---|
13 | 14 | | of Gulf Coast port authorities on the design of industrial and |
---|
14 | 15 | | marine facilities; he was also the president of Maverick |
---|
15 | 16 | | Engineering, where he oversaw 90 employees and three offices; and |
---|
16 | 17 | | WHEREAS, Mr. Brogan joined the Port of Corpus Christi as |
---|
17 | 18 | | deputy director of engineering services in 1987, and two years |
---|
18 | 19 | | later, he was promoted to director of engineering services; in |
---|
19 | 20 | | 2008, he became the deputy port director of engineering, finance, |
---|
20 | 21 | | and administration, and he has held the position of managing |
---|
21 | 22 | | director since November 2012; and |
---|
22 | 23 | | WHEREAS, Serving the port authority first as a consultant and |
---|
23 | 24 | | then as an employee, Mr. Brogan has seen the port grow from handling |
---|
24 | 25 | | 60 million tons of cargo annually in the late 1980s to a projected |
---|
25 | 26 | | 102 million tons in 2015; he has helped develop the $130 million |
---|
26 | 27 | | Mary Rhodes Water Pipeline and the Joe Fulton International Trade |
---|
27 | 28 | | Corridor, and he led the effort to sell the former Naval Station |
---|
28 | 29 | | Ingleside to Occidental Petroleum for $82 million; moreover, he has |
---|
29 | 30 | | played a key role in securing some $32 billion in new investment in |
---|
30 | 31 | | the past year and a half; and |
---|
31 | 32 | | WHEREAS, Mr. Brogan has served as president of the Corpus |
---|
32 | 33 | | Christi branch of the American Society of Civil Engineers, and in |
---|
33 | 34 | | 2003, he was among the first 50 individuals in the nation to receive |
---|
34 | 35 | | the designation of professional port manager from the American |
---|
35 | 36 | | Association of Port Authorities; and |
---|
36 | 37 | | WHEREAS, Despite his busy professional life, Mr. Brogan has |
---|
37 | 38 | | also found time to give back to his community as president of the |
---|
38 | 39 | | Kiwanis Club and as a member of the board of the Flour Bluff |
---|
39 | 40 | | Independent School District; in all his endeavors, he has enjoyed |
---|
40 | 41 | | the love and support of his wife, Deedie, and his daughter, Sarah; |
---|

42 | 43 | | WHEREAS, Frank Brogan's dedication, professionalism, and |
---|
43 | 44 | | commitment to excellence have greatly benefited the people of |

44 | 45 | | Corpus Christi and earned him the respect and admiration of his |

45 | 46 | | peers, and he may indeed reflect with pride on a career well spent; |
---|
46 | 47 | | now, therefore, be it |

47 | 48 | | RESOLVED, That the House of Representatives of the 84th Texas |

48 | 49 | | Legislature hereby congratulate Frank Brogan on his retirement as |

49 | 50 | | managing director of the Port of Corpus Christi and extend to him |

50 | 51 | | sincere best wishes for continued happiness; and, be it further |
