| 5 | 6 | | WHEREAS, With the passing of Charlotte Koehler Flynn on April |

| 6 | 7 | | 19, 2015, at the age of 96, the State of Texas lost a remarkable |

| 7 | 8 | | citizen who devoted her life to serving the greater good; and |
|---|
| 8 | 9 | | WHEREAS, Born in St. Louis on March 28, 1919, to Charlotte |
|---|
| 9 | 10 | | and Arnold Koehler, the former Charlotte Koehler was joined in |
|---|
| 10 | 11 | | matrimony to William Flynn on July 11, 1941, and the couple nurtured |
|---|
| 11 | 12 | | a rewarding union that spanned more than six and a half decades |
|---|
| 12 | 13 | | until his passing; over the course of their marriage, they became |
|---|
| 13 | 14 | | the parents of three children, Liz, Mary Lou, and Greg, and their |
|---|
| 14 | 15 | | family later grew to include two granddaughters, Kathryn and |
|---|
| 15 | 16 | | Charlotte; and |
|---|
| 16 | 17 | | WHEREAS, Mrs. Flynn graduated with a bachelor's degree in |
|---|
| 17 | 18 | | nursing from Washington University in St. Louis in 1941 and |
|---|
| 18 | 19 | | subsequently worked as an operating room supervisor in Panama; she |
|---|
| 19 | 20 | | and her family frequently moved in support of her husband's career |
|---|
| 20 | 21 | | in the U.S. Navy, and in 1970, they put down roots in Austin; and |
|---|
| 21 | 22 | | WHEREAS, A staunch advocate for social justice, Mrs. Flynn |

| 22 | 23 | | championed rights for youth, women, the elderly, the poor, and the |
|---|
| 23 | 24 | | disenfranchised; she was a founding member of the Austin chapter of |
|---|
| 24 | 25 | | the Gray Panthers, and she greatly benefited the national |
|---|
| 25 | 26 | | organization through her service as chair in the 1990s and as a |
|---|
| 26 | 27 | | spokesperson for its National Campaign for Universal Health Care; |
|---|
| 27 | 28 | | moreover, she was active with the Texas Coalition for Juvenile |
|---|
| 28 | 29 | | Justice and the Austin Peace and Justice Coalition, and she was |
|---|
| 29 | 30 | | involved in the Girl Scouts for more than 35 years; in her leisure |

| 30 | 31 | | time, she enjoyed printmaking, and she was known for giving refuge |

| 31 | 32 | | to deer, birds, and creatures of all kinds who found their way to |

| 32 | 33 | | her loving home; and |

| 33 | 34 | | WHEREAS, Charlotte Flynn was a woman of strength, compassion, |

| 34 | 35 | | and deeply held ideals who remained engaged in the world throughout |

| 35 | 36 | | her life and who found joy and inspiration in helping others; now, |
