5 | 6 | | WHEREAS, Penny Seay is retiring as executive director of the |

6 | 7 | | Texas Center for Disability Studies at The University of Texas at |

7 | 8 | | Austin in September 2015, concluding an exemplary tenure that has |

8 | 9 | | spanned more than a quarter-century; and |
---|
9 | 10 | | WHEREAS, When the center was founded in 1989, Dr. Seay was |
---|
10 | 11 | | named project coordinator, and she became executive director four |
---|
11 | 12 | | years later; under her guidance, the center has been awarded more |
---|
12 | 13 | | than $35 million from federal, state, local, and foundation sources |
---|
13 | 14 | | to conduct training, research, and evaluation projects in areas |
---|
14 | 15 | | that affect people with disabilities and their families; and |
---|
15 | 16 | | WHEREAS, Dr. Seay also serves as codirector of the Institute |
---|
16 | 17 | | for Person-Centered Practices, a collaboration between the Texas |
---|
17 | 18 | | Center for Disability Studies and the Texas A&M University Center |
---|
18 | 19 | | on Disability and Development, which are both University Centers |
---|
19 | 20 | | for Excellence in Developmental Disabilities Education, Research, |
---|
20 | 21 | | and Service; since 1992, she has served as principal investigator |
---|
21 | 22 | | of the Texas Technology Access Program; she is a longtime member of |
---|
22 | 23 | | the Texas Planning Council for Developmental Disabilities, and she |
---|
23 | 24 | | has served the Association of University Centers on Disabilities in |
---|
24 | 25 | | a number of key roles, including president; she holds a bachelor's |
---|
25 | 26 | | degree in elementary education and a master's degree in special |
---|
26 | 27 | | education from the University of Kansas, and she completed her |
---|
27 | 28 | | doctoral degree in special education at The University of Texas at |
---|
28 | 29 | | Austin; and |
---|
29 | 30 | | WHEREAS, Over the course of her noteworthy career, Penny Seay |
---|
30 | 31 | | has distinguished herself through her leadership, vision, and |
---|
31 | 32 | | dedication, and she has earned the lasting respect and admiration |
---|
32 | 33 | | of her colleagues; now, therefore, be it |
---|
33 | 34 | | RESOLVED, That the House of Representatives of the 84th Texas |
---|
34 | 35 | | Legislature hereby congratulate Penny Seay on the occasion of her |
---|
35 | 36 | | retirement as executive director of the Texas Center for Disability |

36 | 37 | | Studies and that she be extended sincere best wishes for the future; |
