| 5 | 6 | | WHEREAS, The Heart of Texas Council of Governments will be |

| 6 | 7 | | celebrating the 50th anniversary of its founding in May 2016, and |

| 7 | 8 | | this occasion provides a fitting opportunity to take note of |

| 8 | 9 | | HOTCOG's contributions to the effective governance of the region; |

|---|
| 10 | 11 | | WHEREAS, In 1965, the Texas Legislature passed legislation |
|---|
| 11 | 12 | | authorizing the creation of regional planning commissions, and the |
|---|
| 12 | 13 | | following year, HOTCOG was formed as a voluntary forum for local |
|---|
| 13 | 14 | | governments within a six-county area to work together to resolve |
|---|
| 14 | 15 | | mutual problems and to plan for the future of the region; and |
|---|
| 15 | 16 | | WHEREAS, The council is made up of more than 80 member |
|---|
| 16 | 17 | | governments from Bosque, Falls, Freestone, Hill, Limestone, and |
|---|
| 17 | 18 | | McLennan counties, and it includes representatives from counties, |
|---|
| 18 | 19 | | cities, school districts, community colleges, and special |
|---|
| 19 | 20 | | districts; and |
|---|
| 20 | 21 | | WHEREAS, HOTCOG regularly deals with a variety of issues of |
|---|
| 21 | 22 | | common interest, including community and economic development, |
|---|
| 22 | 23 | | criminal justice, job training, homeland security, emergency |
|---|
| 23 | 24 | | preparedness, transportation, and water and waste treatment; its |
|---|
| 24 | 25 | | staff provides training and technical services to area officials |
|---|
| 25 | 26 | | and governments, and it serves as a clearinghouse for information |
|---|
| 26 | 27 | | from the federal and state government; and |
|---|
| 27 | 28 | | WHEREAS, For half a century, the Heart of Texas Council of |

| 28 | 29 | | Governments has worked to ensure the prosperity, security, and |
|---|
| 29 | 30 | | quality of life of the six counties it represents, and this |
|---|
| 30 | 31 | | milestone in its history is truly deserving of special recognition; |

| 31 | 32 | | now, therefore, be it |

| 32 | 33 | | RESOLVED, That the House of Representatives of the 84th Texas |

| 33 | 34 | | Legislature hereby commemorate the 50th anniversary of the founding |

| 34 | 35 | | of the Heart of Texas Council of Governments and extend to everyone |

| 35 | 36 | | associated with the council sincere best wishes for the future; |
