| 5 | 6 | | WHEREAS, Dr. Carla Sizer of San Antonio has created a moving |

| 9 | 10 | | WHEREAS, A graduate of Sand Creek High School in Colorado |

| 10 | 11 | | Springs, Colorado, Specialist Balcon was serving with the 3rd |

| 11 | 12 | | Squadron, 8th Cavalry Regiment, 1st Cavalry Division, out of Fort |
|---|
| 12 | 13 | | Hood when he was killed in action near Balad, Iraq, on September 5, |
|---|
| 13 | 14 | | 2007; and |

| 14 | 15 | | WHEREAS, In recognition of this valiant young man's service |

| 15 | 16 | | and sacrifice, his mother founded the Specialist Dane R. Balcon |

| 16 | 17 | | Junior Reserve Officers' Training Corps Scholarship Fund, which |

| 17 | 18 | | benefits graduating students from Falcon School District 49 in |

| 18 | 19 | | Colorado in pursuing their college education; and |

| 19 | 20 | | WHEREAS, Dr. Sizer served her nation for 21 years in the U.S. |

| 20 | 21 | | Air Force, including four years as an assistant professor at the |

| 21 | 22 | | U.S. Air Force Academy, and she has also worked at the Air Force |

| 22 | 23 | | Cryptologic and Cyber Systems Division at Joint Base San Antonio; |

| 24 | 25 | | WHEREAS, By transforming her grief into a worthy initiative, |

| 25 | 26 | | Dr. Carla Sizer is assisting deserving young people while honoring |
