5 | 6 | | WHEREAS, The people of Richardson lost an admired civic |

6 | 7 | | leader with the passing of former state representative Richard |

7 | 8 | | Floyd Reynolds on February 17, 2014, at the age of 86; and |
---|
8 | 9 | | WHEREAS, Born in Flint, Ohio, on September 21, 1927, Dick |
---|
9 | 10 | | Reynolds was raised by an aunt and uncle following the untimely |
---|
10 | 11 | | death of his mother; he became interested in politics as a high |
---|
11 | 12 | | school student and was elected to the student council; coming of age |
---|
12 | 13 | | as World War II was ending, he enlisted in the United States Army |
---|
13 | 14 | | and served as an x-ray technician in the Medical Corps; |
---|
14 | 15 | | subsequently, he joined the Ohio National Guard and served until |
---|
15 | 16 | | 1954; and |
---|
16 | 17 | | WHEREAS, Mr. Reynolds graduated from Bliss Business College |
---|
17 | 18 | | and completed his bachelor's degree in business administration at |
---|
18 | 19 | | Ohio State University; he worked in accounting for several |
---|
19 | 20 | | companies before moving to Texas in 1960 to manage the Collins Radio |
---|
20 | 21 | | audit department; later, he embarked on a long tenure as an |
---|
21 | 22 | | executive with Ben Griffin Enterprises, a diversified industrial |
---|
22 | 23 | | and manufacturing company, and he eventually began his own |
---|
23 | 24 | | consulting firm; and |
---|
24 | 25 | | WHEREAS, Recognizing a lack of youth sports in his adopted |
---|
25 | 26 | | hometown, Mr. Reynolds founded RSI Richardson Sports in 1963; he |
---|
26 | 27 | | served for seven years as director and president of the |
---|
27 | 28 | | organization, which provided opportunities for thousands of |
---|
28 | 29 | | youngsters to participate in athletic competition; in addition, he |
---|
29 | 30 | | coached baseball for several years, and he helped found the Spring |
---|
30 | 31 | | Valley Athletic Association; and |
---|
31 | 32 | | WHEREAS, This dynamic Texan was elected to the first of four |
---|
32 | 33 | | consecutive terms on the Richardson City Council in 1963; he served |
---|
33 | 34 | | as mayor pro tempore, and he played an instrumental role in the |
---|
34 | 35 | | creation of Sherrill Park; in 1972, he won a seat in the Texas |
---|
35 | 36 | | house, where he was one of just 13 Republicans; he served as vice |
---|
36 | 37 | | chair of the Reapportionment Committee, and he was a member of the |
---|
37 | 38 | | Intergovernmental Affairs and Revenue and Taxation Committees; he |
---|
38 | 39 | | also participated in a feasibility study for the establishment of a |
---|
39 | 40 | | state park on the Trinity River in Dallas County; a staunch |
---|
40 | 41 | | conservative, he was a delegate to the Texas Constitutional |
---|
41 | 42 | | Convention of 1974 and a Reagan delegate to the 1976 Republican |
---|
42 | 43 | | National Convention; and |
---|
43 | 44 | | WHEREAS, Although career demands prevented him from running |
---|
44 | 45 | | for a third term in the legislature, Mr. Reynolds continued to |
---|
45 | 46 | | serve his fellow citizens in numerous leadership roles; he was a |
---|
46 | 47 | | founding member of the North Central Texas Council of Governments, |
---|
47 | 48 | | and he was appointed to both the State Board of Insurance and the |
---|
48 | 49 | | Texas Workers' Compensation Commission, which he served as chair; |
---|
49 | 50 | | he also chaired the Parkland Memorial Hospital board; and |
---|
50 | 51 | | WHEREAS, Mr. Reynolds was the devoted father of seven |
---|
51 | 52 | | children, Christopher, Brad, Guy, Jack, Eric, Ann Marie, and Holly, |
---|
52 | 53 | | and he took great pride in his 11 grandchildren; he shared a |
---|
53 | 54 | | fulfilling marriage of 36 years with his wife, Donna Reynolds; and |
---|
54 | 55 | | WHEREAS, While the death of Dick Reynolds brought great |
---|
55 | 56 | | sorrow to his family and friends, his contributions to Richardson |
---|
56 | 57 | | and to this state continue to resonate, and his record of |
---|
57 | 58 | | accomplishments will long be treasured by all who held him dear; |
---|
58 | 59 | | now, therefore, be it |
---|
59 | 60 | | RESOLVED, That the House of Representatives of the 84th Texas |
---|
60 | 61 | | Legislature hereby pay tribute to the life of the Honorable Richard |
---|
61 | 62 | | Floyd "Dick" Reynolds and extend sincere sympathy to his loved |
---|
62 | 63 | | ones; and, be it further |

63 | 64 | | RESOLVED, That an official copy of this resolution be |
---|
64 | 65 | | prepared for the members of his family and that when the Texas House |

65 | 66 | | of Representatives adjourns this day, it do so in memory of the |
