45 R E S O L U T I O N
56 WHEREAS, The people of Richardson lost an admired civic
67 leader with the passing of former state representative Richard
78 Floyd Reynolds on February 17, 2014, at the age of 86; and
89 WHEREAS, Born in Flint, Ohio, on September 21, 1927, Dick
910 Reynolds was raised by an aunt and uncle following the untimely
1011 death of his mother; he became interested in politics as a high
1112 school student and was elected to the student council; coming of age
1213 as World War II was ending, he enlisted in the United States Army
1314 and served as an x-ray technician in the Medical Corps;
1415 subsequently, he joined the Ohio National Guard and served until
1516 1954; and
1617 WHEREAS, Mr. Reynolds graduated from Bliss Business College
1718 and completed his bachelor's degree in business administration at
1819 Ohio State University; he worked in accounting for several
1920 companies before moving to Texas in 1960 to manage the Collins Radio
2021 audit department; later, he embarked on a long tenure as an
2122 executive with Ben Griffin Enterprises, a diversified industrial
2223 and manufacturing company, and he eventually began his own
2324 consulting firm; and
2425 WHEREAS, Recognizing a lack of youth sports in his adopted
2526 hometown, Mr. Reynolds founded RSI Richardson Sports in 1963; he
2627 served for seven years as director and president of the
2728 organization, which provided opportunities for thousands of
2829 youngsters to participate in athletic competition; in addition, he
2930 coached baseball for several years, and he helped found the Spring
3031 Valley Athletic Association; and
3132 WHEREAS, This dynamic Texan was elected to the first of four
3233 consecutive terms on the Richardson City Council in 1963; he served
3334 as mayor pro tempore, and he played an instrumental role in the
3435 creation of Sherrill Park; in 1972, he won a seat in the Texas
3536 house, where he was one of just 13 Republicans; he served as vice
3637 chair of the Reapportionment Committee, and he was a member of the
3738 Intergovernmental Affairs and Revenue and Taxation Committees; he
3839 also participated in a feasibility study for the establishment of a
3940 state park on the Trinity River in Dallas County; a staunch
4041 conservative, he was a delegate to the Texas Constitutional
4142 Convention of 1974 and a Reagan delegate to the 1976 Republican
4243 National Convention; and
4344 WHEREAS, Although career demands prevented him from running
4445 for a third term in the legislature, Mr. Reynolds continued to
4546 serve his fellow citizens in numerous leadership roles; he was a
4647 founding member of the North Central Texas Council of Governments,
4748 and he was appointed to both the State Board of Insurance and the
4849 Texas Workers' Compensation Commission, which he served as chair;
4950 he also chaired the Parkland Memorial Hospital board; and
5051 WHEREAS, Mr. Reynolds was the devoted father of seven
5152 children, Christopher, Brad, Guy, Jack, Eric, Ann Marie, and Holly,
5253 and he took great pride in his 11 grandchildren; he shared a
5354 fulfilling marriage of 36 years with his wife, Donna Reynolds; and
5455 WHEREAS, While the death of Dick Reynolds brought great
5556 sorrow to his family and friends, his contributions to Richardson
5657 and to this state continue to resonate, and his record of
5758 accomplishments will long be treasured by all who held him dear;
5859 now, therefore, be it
5960 RESOLVED, That the House of Representatives of the 84th Texas
6061 Legislature hereby pay tribute to the life of the Honorable Richard
6162 Floyd "Dick" Reynolds and extend sincere sympathy to his loved
6263 ones; and, be it further
6364 RESOLVED, That an official copy of this resolution be
6465 prepared for the members of his family and that when the Texas House
6566 of Representatives adjourns this day, it do so in memory of the
6667 Honorable Richard Floyd Reynolds.
