| 5 | 6 | | WHEREAS, The people of San Antonio lost a beloved, longtime |

| 6 | 7 | | civic leader with the passing of Elvira Cisneros on November 22, |

| 8 | 9 | | WHEREAS, Born on July 11, 1924, in Puebla, Mexico, the former |

| 9 | 10 | | Elvira Munguia was the daughter of political activists Romulo and |
|---|
| 10 | 11 | | Carolina Munguia; her family immigrated to the United States when |
|---|
| 11 | 12 | | she was two years old, settling in San Antonio's Prospect Hill |
|---|
| 12 | 13 | | neighborhood, where they soon became business and community |
|---|
| 13 | 14 | | leaders; after graduating from Jefferson High School, Elvira |
|---|
| 14 | 15 | | Munguia attended The University of Texas at Austin before returning |
|---|
| 15 | 16 | | to San Antonio in 1942 to help out in the family print shop while her |
|---|
| 16 | 17 | | brothers served in World War II; she continued her education at |
|---|
| 17 | 18 | | Draughon's Business College and later took a position at Frost |
|---|

| 19 | 20 | | WHEREAS, In 1945, Elvira Munguia married George Cisneros, a |

| 20 | 21 | | veteran from Colorado, after a whirlwind courtship; they became the |

| 21 | 22 | | proud parents of five beloved children, each of whom has |
|---|
| 22 | 23 | | contributed to society either through public service or through |
|---|
| 23 | 24 | | other professional endeavors; and |
|---|
| 24 | 25 | | WHEREAS, While her family always came first in her life, |

| 25 | 26 | | Mrs. Cisneros also devoted her time and energy to many |
|---|
| 26 | 27 | | philanthropic organizations; she advised the Alamo Area Council of |
|---|
| 27 | 28 | | Governments on issues related to seniors and served on the boards of |
|---|
| 28 | 29 | | the Avenida Guadalupe Association, AVANCE, and Project Learn to |
|---|
| 29 | 30 | | Read; after her husband's stroke, she aided him in establishing the |
|---|
| 30 | 31 | | San Antonio Stroke Club and in performing his duties as the national |
|---|
| 31 | 32 | | spokesperson on strokes for Easter Seals; in addition, she was a |

| 32 | 33 | | devout congregant of the Basilica of the National Shrine of the |

| 33 | 34 | | Little Flower; and |
|---|
| 34 | 35 | | WHEREAS, Mrs. Cisneros received numerous accolades for her |

| 35 | 36 | | service to the community, including the Alexis de Tocqueville |

| 36 | 37 | | Society Centennial Award, which was presented to her by President |

| 37 | 38 | | Gerald Ford on behalf of the United Way, and a medal from President |

| 38 | 39 | | Ronald Reagan for her work with Easter Seals; in 1991, she was |

| 39 | 40 | | inducted into the San Antonio Women's Hall of Fame in recognition of |

| 40 | 41 | | her outstanding civic leadership, and WellMed named the Elvira |

| 41 | 42 | | Cisneros Senior Community Center in her honor in 2009; and |

| 42 | 43 | | WHEREAS, Through her myriad endeavors, Elvira Cisneros |

| 43 | 44 | | contributed to building a more inclusive, caring, and vibrant |

| 44 | 45 | | community, and those who were privileged to share in her love and |

| 45 | 46 | | affection will forever hold her close in their hearts; now, |

| 47 | 48 | | RESOLVED, That the House of Representatives of the 84th Texas |
