45 R E S O L U T I O N
56 WHEREAS, Carson Joines retired as mayor of Carthage in
67 January 2014, concluding more than four decades of outstanding
78 civic leadership, and the dedication and vision he demonstrated in
89 his work are indeed worthy of recognition; and
910 WHEREAS, This esteemed public servant was the town's mayor
1011 for 32 years, having first been elected to the post in 1982; before
1112 that, he was a member of the city commission from 1972 to 1983 and
1213 held the post of mayor pro tempore for 10 years; during his tenure
1314 in government, he provided strong support for city employees,
1415 helping them to better serve Carthage residents, and he furthered a
1516 broad range of other initiatives that have greatly enhanced the
1617 city; and
1718 WHEREAS, Mayor Joines played a prominent role in regional
1819 government and area service organizations as well; he served as
1920 president of the East Texas Council of Governments and the Carthage
2021 Economic Development Corporation, and he was a member of the boards
2122 of the Panola County Chamber of Commerce, the Panola County
2223 Economic Development Foundation, and the Texas Country Music Hall
2324 of Fame; in addition, he was active in the Rotary Club and led the
2425 organization as president; and
2526 WHEREAS, A longtime Carthage citizen, Mayor Joines first
2627 moved to the area in 1948 to play football at Panola Junior College,
2728 helping the team win two championships, and his ties to the town
2829 grew stronger after he met and married local resident Dixie Arnold;
2930 he served his nation as a member of the United States Army during
3031 the Korean War and earned his bachelor of business administration
3132 degree from Stephen F. Austin State University before embarking on
3233 a 37-year career with Union Pacific Railroad; through the years,
3334 his family has grown to include three children, nine grandchildren,
3435 and seven great-grandchildren, and he is looking forward to
3536 spending additional time with his loved ones during his retirement;
3637 and
3738 WHEREAS, Greatly admired for his commitment to his fellow
3839 citizens, Carson Joines has devoted nearly half of his life to
3940 public service, and his many contributions to the City of Carthage
4041 will be remembered and admired for years to come; now, therefore, be
4142 it
4243 RESOLVED, That the House of Representatives of the 84th Texas
4344 Legislature hereby commend the Honorable Carson Joines for his many
4445 years of exemplary service to his community and extend to him
4546 sincere best wishes for continued happiness; and, be it further
4647 RESOLVED, That an official copy of this resolution be
4748 prepared for Mr. Joines as an expression of high regard by the Texas
4849 House of Representatives.
