5 | 6 | | WHEREAS, Carson Joines retired as mayor of Carthage in |

6 | 7 | | January 2014, concluding more than four decades of outstanding |

7 | 8 | | civic leadership, and the dedication and vision he demonstrated in |

8 | 9 | | his work are indeed worthy of recognition; and |
---|
9 | 10 | | WHEREAS, This esteemed public servant was the town's mayor |
---|
10 | 11 | | for 32 years, having first been elected to the post in 1982; before |
---|
11 | 12 | | that, he was a member of the city commission from 1972 to 1983 and |
---|
12 | 13 | | held the post of mayor pro tempore for 10 years; during his tenure |
---|
13 | 14 | | in government, he provided strong support for city employees, |
---|
14 | 15 | | helping them to better serve Carthage residents, and he furthered a |
---|
15 | 16 | | broad range of other initiatives that have greatly enhanced the |
---|
16 | 17 | | city; and |
---|
17 | 18 | | WHEREAS, Mayor Joines played a prominent role in regional |
---|
18 | 19 | | government and area service organizations as well; he served as |
---|
19 | 20 | | president of the East Texas Council of Governments and the Carthage |
---|
20 | 21 | | Economic Development Corporation, and he was a member of the boards |
---|
21 | 22 | | of the Panola County Chamber of Commerce, the Panola County |
---|
22 | 23 | | Economic Development Foundation, and the Texas Country Music Hall |
---|
23 | 24 | | of Fame; in addition, he was active in the Rotary Club and led the |
---|
24 | 25 | | organization as president; and |
---|
25 | 26 | | WHEREAS, A longtime Carthage citizen, Mayor Joines first |
---|
26 | 27 | | moved to the area in 1948 to play football at Panola Junior College, |
---|
27 | 28 | | helping the team win two championships, and his ties to the town |
---|
28 | 29 | | grew stronger after he met and married local resident Dixie Arnold; |
---|
29 | 30 | | he served his nation as a member of the United States Army during |
---|
30 | 31 | | the Korean War and earned his bachelor of business administration |
---|
31 | 32 | | degree from Stephen F. Austin State University before embarking on |
---|
32 | 33 | | a 37-year career with Union Pacific Railroad; through the years, |
---|
33 | 34 | | his family has grown to include three children, nine grandchildren, |
---|
34 | 35 | | and seven great-grandchildren, and he is looking forward to |
---|
35 | 36 | | spending additional time with his loved ones during his retirement; |
---|

37 | 38 | | WHEREAS, Greatly admired for his commitment to his fellow |

38 | 39 | | citizens, Carson Joines has devoted nearly half of his life to |

39 | 40 | | public service, and his many contributions to the City of Carthage |

40 | 41 | | will be remembered and admired for years to come; now, therefore, be |

42 | 43 | | RESOLVED, That the House of Representatives of the 84th Texas |

43 | 44 | | Legislature hereby commend the Honorable Carson Joines for his many |

44 | 45 | | years of exemplary service to his community and extend to him |

45 | 46 | | sincere best wishes for continued happiness; and, be it further |
