| 7 | 8 | | Dr. David L. Lakey concluded his tenure in that important post on |

| 8 | 9 | | January 30, 2015; and |

| 9 | 10 | | WHEREAS, This skilled medical professional became |
|---|
| 10 | 11 | | commissioner of DSHS in January 2007, taking charge of one of the |
|---|
| 11 | 12 | | state's largest agencies; he was responsible for overseeing |
|---|
| 12 | 13 | | programs to address such urgent issues as disease prevention, |
|---|
| 13 | 14 | | disaster preparedness, environmental and consumer safety, and |
|---|
| 14 | 15 | | family and community health services; his outstanding leadership |
|---|
| 15 | 16 | | abilities were demonstrated on a number of occasions, most recently |
|---|
| 16 | 17 | | in response to the Ebola virus outbreak in 2014, when he played a |
|---|
| 17 | 18 | | key part in coordinating the state's efforts to contain the |
|---|
| 18 | 19 | | disease; and |
|---|
| 19 | 20 | | WHEREAS, Dr. Lakey is a graduate of the Indiana University |
|---|
| 20 | 21 | | School of Medicine, and he completed his residency in internal |
|---|
| 21 | 22 | | medicine and a fellowship in adult and pediatric infectious disease |
|---|
| 22 | 23 | | at Vanderbilt University Medical Center; before joining DSHS, he |
|---|
| 23 | 24 | | served as an associate professor of medicine for eight years at The |
|---|
| 24 | 25 | | University of Texas Health Science Center in Tyler, where he was |
|---|
| 25 | 26 | | also chief of the Division of Clinical Infectious Disease and |
|---|
| 26 | 27 | | medical director of the Center for Pulmonary and Infectious Disease |

| 27 | 28 | | Control; in addition, he excelled in his duties as the associate |
|---|
| 28 | 29 | | director for infectious disease and biosecurity at the UT Center |
|---|
| 29 | 30 | | for Biosecurity and Public Health Preparedness, and he was |

| 30 | 31 | | responsible for leading a bioterrorism preparedness committee for |

| 31 | 32 | | 34 hospitals and for guiding the development of the Public Health |

| 32 | 33 | | Laboratory of East Texas; and |

| 33 | 34 | | WHEREAS, Dr. Lakey left his post as commissioner to accept a |

| 34 | 35 | | first-ever joint appointment with The University of Texas System |

| 35 | 36 | | and UT Health Northeast, in which he will focus on improving health |

| 36 | 37 | | outcomes throughout the state; in this role, he will continue to |

|---|
| 38 | 39 | | well-being of Texas residents, furthering his notable legacy of |
