| 5 | 6 | | WHEREAS, The Texas Silver-Haired Legislature is celebrating |

| 6 | 7 | | its 30th anniversary on February 16, 2015, and this occasion |

| 7 | 8 | | provides a welcome opportunity to honor this noteworthy |

| 8 | 9 | | organization; and |
|---|
| 9 | 10 | | WHEREAS, In 1985, the 69th Texas Legislature authorized the |
|---|
| 10 | 11 | | creation of the TSHL, which met for its first session in the house |
|---|
| 11 | 12 | | chambers during the following interim; the group represents older |
|---|
| 12 | 13 | | constituents, and its members, who are at least 60 years of age, are |
|---|
| 13 | 14 | | elected to two-year terms by their peers in 28 districts across the |
|---|
| 14 | 15 | | state; and |
|---|
| 15 | 16 | | WHEREAS, The TSHL promotes good government for all Texans by |
|---|
| 16 | 17 | | encouraging active participation in civic life; its members assist |
|---|
| 17 | 18 | | in formulating legislative priorities and serve as a resource to |
|---|
| 18 | 19 | | the public and private sectors on matters of concern to seniors; in |
|---|
| 19 | 20 | | addition, the organization provides advocacy training to help |
|---|
| 20 | 21 | | members become more effective in the civic life of their own |
|---|
| 21 | 22 | | communities; and |
|---|
| 22 | 23 | | WHEREAS, Over the years, TSHL involvement has resulted in |
|---|
| 23 | 24 | | legislative action on a number of issues; such instances include |
|---|
| 24 | 25 | | the passage of laws freezing city, county, and junior college |
|---|
| 25 | 26 | | district taxes for elderly and disabled homeowners, creating the |
|---|
| 26 | 27 | | Silver Alert for missing seniors, requiring criminal background |
|---|
| 27 | 28 | | checks for employees at special care facilities, and providing |
|---|
| 28 | 29 | | custodial grandparents with the ability to enroll their |
|---|
| 29 | 30 | | grandchildren in school; moreover, the TSHL played a key role in the |
|---|
| 30 | 31 | | establishment of the Joint Legislative Committee on Aging; and |
|---|
| 31 | 32 | | WHEREAS, The vitality of our democratic system depends on the |
|---|
| 32 | 33 | | engagement of an informed citizenry, and for three decades, the |
|---|
| 33 | 34 | | Texas Silver-Haired Legislature has partnered successfully with |

| 34 | 35 | | the Texas Legislature, serving as a vital source of wisdom, |
