5 | 6 | | WHEREAS, William Dollar is retiring as city manager of |

6 | 7 | | Garland in May 2015, and the conclusion of his outstanding career |

7 | 8 | | provides a fitting opportunity to reflect on the contributions of |

8 | 9 | | this esteemed Texan; and |
---|
9 | 10 | | WHEREAS, Mr. Dollar earned a bachelor's degree in civil |
---|
10 | 11 | | engineering from The University of Texas at Arlington and went on to |
---|
11 | 12 | | attain a master's in public administration at the University of |
---|
12 | 13 | | North Texas; he began his career in 1971 as a design engineer in his |
---|
13 | 14 | | hometown of Garland, and he later served as director of the city's |
---|
14 | 15 | | wastewater treatment and public works divisions before assuming the |
---|
15 | 16 | | post of assistant city manager of utility services in 1985; and |
---|
16 | 17 | | WHEREAS, Since September 2003, Mr. Dollar has ably led |
---|
17 | 18 | | Garland as city manager; when the President George Bush Turnpike |
---|
18 | 19 | | was built, he oversaw the planning for a shopping center, executive |
---|
19 | 20 | | housing, and a golf course in north Garland; he has also played an |
---|
20 | 21 | | instrumental role in the renovation of the downtown area, including |
---|
21 | 22 | | the addition of an atrium at the arts center and the construction of |
---|
22 | 23 | | a new headquarters for the municipal power company; through |
---|
23 | 24 | | responsible management of the city's budget and regular meetings |
---|
24 | 25 | | with city council members, he has earned the respect and admiration |
---|
25 | 26 | | of his peers, and in January 2015, he was awarded the Tall Texan |
---|
26 | 27 | | Award by the Garland Chamber of Commerce; and |
---|
27 | 28 | | WHEREAS, Mr. Dollar serves, together with other city |
---|
28 | 29 | | leaders, as a member of the Garland Economic Development |
---|
29 | 30 | | Partnership; a respected authority in the areas of public works and |
---|
30 | 31 | | utility services, he has also served on the board of directors of |
---|
31 | 32 | | both the Texas and the American Public Power Associations; he holds |
---|
32 | 33 | | membership in the International City/County Management |
---|
33 | 34 | | Association, the Texas City Management Association, and the |
---|
34 | 35 | | National Society of Professional Engineers, among others; and |
---|
35 | 36 | | WHEREAS, In all his endeavors, Mr. Dollar enjoys the love and |
---|
36 | 37 | | support of his wife, Tandy; his retirement plans involve spending |
---|
37 | 38 | | more time with his loved ones, including his grandchildren, and |
---|
38 | 39 | | playing golf with his wife at Garland's Firewheel Golf Park; |
---|
39 | 40 | | involved in his community as a private citizen as well, he is a |
---|
40 | 41 | | valued parishioner of First United Methodist Church of Garland; and |
---|
41 | 42 | | WHEREAS, William Dollar's broad experience and unswerving |
---|
42 | 43 | | commitment to excellence have greatly benefited the citizens of |
---|
43 | 44 | | Garland, and he may indeed reflect with pride on a career well spent |
---|
44 | 45 | | as he embarks on the next exciting chapter of his life; now, |
---|
45 | 46 | | therefore, be it |

46 | 47 | | RESOLVED, That the House of Representatives of the 84th Texas |

47 | 48 | | Legislature hereby congratulate William Dollar on his retirement as |

48 | 49 | | city manager of Garland and extend to him sincere best wishes for |

50 | 51 | | RESOLVED, That an official copy of this resolution be |
