45 R E S O L U T I O N
56 WHEREAS, William Dollar is retiring as city manager of
67 Garland in May 2015, and the conclusion of his outstanding career
78 provides a fitting opportunity to reflect on the contributions of
89 this esteemed Texan; and
910 WHEREAS, Mr. Dollar earned a bachelor's degree in civil
1011 engineering from The University of Texas at Arlington and went on to
1112 attain a master's in public administration at the University of
1213 North Texas; he began his career in 1971 as a design engineer in his
1314 hometown of Garland, and he later served as director of the city's
1415 wastewater treatment and public works divisions before assuming the
1516 post of assistant city manager of utility services in 1985; and
1617 WHEREAS, Since September 2003, Mr. Dollar has ably led
1718 Garland as city manager; when the President George Bush Turnpike
1819 was built, he oversaw the planning for a shopping center, executive
1920 housing, and a golf course in north Garland; he has also played an
2021 instrumental role in the renovation of the downtown area, including
2122 the addition of an atrium at the arts center and the construction of
2223 a new headquarters for the municipal power company; through
2324 responsible management of the city's budget and regular meetings
2425 with city council members, he has earned the respect and admiration
2526 of his peers, and in January 2015, he was awarded the Tall Texan
2627 Award by the Garland Chamber of Commerce; and
2728 WHEREAS, Mr. Dollar serves, together with other city
2829 leaders, as a member of the Garland Economic Development
2930 Partnership; a respected authority in the areas of public works and
3031 utility services, he has also served on the board of directors of
3132 both the Texas and the American Public Power Associations; he holds
3233 membership in the International City/County Management
3334 Association, the Texas City Management Association, and the
3435 National Society of Professional Engineers, among others; and
3536 WHEREAS, In all his endeavors, Mr. Dollar enjoys the love and
3637 support of his wife, Tandy; his retirement plans involve spending
3738 more time with his loved ones, including his grandchildren, and
3839 playing golf with his wife at Garland's Firewheel Golf Park;
3940 involved in his community as a private citizen as well, he is a
4041 valued parishioner of First United Methodist Church of Garland; and
4142 WHEREAS, William Dollar's broad experience and unswerving
4243 commitment to excellence have greatly benefited the citizens of
4344 Garland, and he may indeed reflect with pride on a career well spent
4445 as he embarks on the next exciting chapter of his life; now,
4546 therefore, be it
4647 RESOLVED, That the House of Representatives of the 84th Texas
4748 Legislature hereby congratulate William Dollar on his retirement as
4849 city manager of Garland and extend to him sincere best wishes for
4950 the future; and, be it further
5051 RESOLVED, That an official copy of this resolution be
5152 prepared for Mr. Dollar as an expression of high regard by the Texas
5253 House of Representatives.
