| 5 | 6 | | WHEREAS, Richard Garcia, mayor of Edinburg, has deservedly |

| 6 | 7 | | been named one of the 2015 Pillars of Success by The University of |

| 7 | 8 | | Texas--Pan American Alumni Association; and |
|---|
| 8 | 9 | | WHEREAS, The University of Texas--Pan American Alumni |
|---|
| 9 | 10 | | Association honors outstanding graduates as Pillars of Success, |
|---|
| 10 | 11 | | highlighting their motivational stories and achievements as |
|---|
| 11 | 12 | | positive examples for current and future students; recipients of |
|---|
| 12 | 13 | | the award come from a variety of backgrounds and experiences, but |
|---|
| 13 | 14 | | they have all shown dedication, integrity, and a commitment to |
|---|
| 14 | 15 | | excellence in their specialized professions and in their |
|---|
| 15 | 16 | | communities; and |
|---|
| 16 | 17 | | WHEREAS, Mr. Garcia graduated from Edinburg High School in |
|---|
| 17 | 18 | | 1964 and earned a bachelor of business administration degree in |
|---|
| 18 | 19 | | management at The University of Texas--Pan American in 1971; he |
|---|
| 19 | 20 | | went on to attain a juris doctorate degree from Texas Southern |
|---|
| 20 | 21 | | University and became a federal criminal law attorney and senior |
|---|
| 21 | 22 | | partner at the firm of Garcia, Quintanilla, and Palacios in |
|---|
| 22 | 23 | | McAllen; he is presently serving his second term as mayor of |
|---|
| 23 | 24 | | Edinburg; and |
|---|
| 24 | 25 | | WHEREAS, Mr. Garcia served the city as a municipal judge from |
|---|
| 25 | 26 | | 1975 to 1978, and he was also a county court at law judge for 16 |
|---|
| 26 | 27 | | years; highlighting his achievements in public service, he has |
|---|
| 27 | 28 | | twice been chair of the Texas Border Coalition, and he was appointed |
|---|
| 28 | 29 | | to the Texas Adult Probation Commission; currently, he is president |
|---|
| 29 | 30 | | of the Edinburg Economic Development Corporation, where he works to |
|---|
| 30 | 31 | | help local companies advance and promote economic expansion in the |
|---|
| 31 | 32 | | region; and |
|---|
| 32 | 33 | | WHEREAS, Texas is fortunate to have passionate and engaged |
|---|
| 33 | 34 | | leaders like Richard Garcia, and his contributions to his community |
|---|
| 34 | 35 | | will continue to benefit area residents far into the future; now, |
|---|
| 35 | 36 | | therefore, be it |

| 36 | 37 | | RESOLVED, That the House of Representatives of the 84th Texas |

| 37 | 38 | | Legislature hereby congratulate Richard Garcia on being named one |

| 38 | 39 | | of the 2015 Pillars of Success by The University of Texas--Pan |

| 39 | 40 | | American Alumni Association and extend to him sincere best wishes |
