| 8 | 9 | | WHEREAS, The City of Irving, founded by J. O. Schulze and |

| 9 | 10 | | Otis Brown in 1903, was incorporated more than 100 years ago on |

| 10 | 11 | | April 14, 1914; as part of the Dallas-Fort Worth Metroplex, the city |
|---|
| 11 | 12 | | saw rapid growth early on, and steady expansion of both residential |
|---|
| 12 | 13 | | and commercial areas continued to add to its prosperity over the |
|---|
| 13 | 14 | | years; and |
|---|
| 14 | 15 | | WHEREAS, A community of more than 228,000 people, Irving is |

| 15 | 16 | | home to Las Colinas, the largest office park and master-planned |
|---|
| 16 | 17 | | community in the area, and also hosts eight Fortune 1000 global |

| 17 | 18 | | headquarters and 19 Blue Ribbon small businesses as recognized by |

| 18 | 19 | | the United States Chamber of Commerce; Dallas/Fort Worth |

| 19 | 20 | | International Airport, which lies partially within city limits, |

| 20 | 21 | | connects businesses and residents to the rest of the world and |

| 21 | 22 | | further boosts the thriving economy of the area; five school |

| 22 | 23 | | districts serve the city's children, and the Irving Independent |

| 25 | 26 | | WHEREAS, During the past decade, Irving has succeeded in |

| 27 | 28 | | year, and in 2011, it was recognized by Bloomberg Businessweek |

| 28 | 29 | | magazine as one of America's 50 Best Cities; in 2014, the |

| 30 | 31 | | one of the top 20 fastest growing job markets, and Irving has twice |

| 31 | 32 | | been on the Dallas Business Journal's list of Healthiest Employers |
